Attachments: SR 1526A Sampson Rd Road Shoulder issue.pdf, EC-11.pdf Hey Dave, Just wanted to let you know about a small alteration we are doing at Sampson Rd, SR 1526 A (Watauga County) at around Station 49+50 (rt). A short stormwater side channel has formed over the past year/several months and is eroding the shoulder of the road (which we will soon be widening). I contacted Steve Kichefski and Eric Alsmeyer with USACE to discuss a plan we had devised to remedy the issue. They were fine with our plans, which includes blocking off the stormwater side channel and stabilizing the road shoulder. This should help prevent future maintenance needs to the road, and I'm hopeful it will also help the stream by reducing erosion and consolidating the flow into one channel during rain events. I've attached a PDF containing several photos and comments detailing what we are planning to do (it's the same information I provided Eric and Steve), as well as the EC plan page for that location. You can see their comments in the email history below. Just a heads up - in addition to this alteration, we are also working with USACE on a needed pipe extension (adding 15 ft to a pipe) at the same project, at around station 35+00 (rt). We are needing to do this so we can better stabilize the new road shoulder. However, this extension should allow us to eliminate the previously permitted gabions at the pipe outlet, and place the outlet on bedrock. The latter will eliminate the need for a 10 ft instream rip rap pad that we were permitted. So, hopefully we will only have a new net instream impact of 5ft (adding 15 ft of pipe but eliminating 10 ft of instream rip rap). I'm currently getting the additional coldwater mitigation information required for that, as well as the other necessary paperwork for USCAE. I'll follow up with you concerning that issue in the near future. Finally, wanted to mention we obtained the necessary Trout Buffer Variance for both of these spots. We hope to fix the issue, and protect the road shoulder. Furthermore, we believe the work will benefit the stream by eliminating the side channel. The area in question is between 49+30 —49+90 (rt.) on the attached EC plan sheet. We don't believe we need to modify the permit (attached above), but would like to double check with you before doing anything.
