Where is the greenway in relation to the Middle Fork New River along the 4275' stretch (how far away from the river is it?)? I have attached a complete grading and Erosion and Sediment Control Planset for reference. The Trout Buffer is highlighted on this planset. The greenway parallels the MFNR on river right. Wherever possible, the greenway is located greater than 25' from the Top of Bank. All attempts were made to design the greenway alignment in order to avoid the floodway and trout buffer adjacent to the "river right" streambank. The alignment was constrained in places by severely steep (and sometimes unstable) hillslopes and maximum trail profile slopes (5% max) for ADA compliance. The greenway corridor is 10' wide (ADA compliant). Cut and fill measures were avoided on steep slopes to the greatest extent possible — retaining walls and elevated boardwalk sections are used throughout (see Site Plans). There are several sections where the MFNR edge of water abuts very steep side slopes and the greenway is located entirely or partially within the 25' buffer. These areas are listed below; buffer encroachment is between 2-10' in these sections. A Trout Buffer Waiver application is being submitted to NCDEQ DEMLR Winston Salem office along with the project's ESC plan. STA 3+25 — 4+50 — paved trail STA 4+50 — 7+00 — elevated boardwalk STA 15+25 — 21+25 — paved trail STA 29+15 — 32+50 — elevated boardwalk STA 40+35 — 43+20 — paved trail 2. Why is a temporary crossing needed for the Middle Fork of the New River for the stabilization section? The Greenway will be constructed linearly along the project corridor. A long section of boardwalk is located adjacent to the streambank stabilization section. Materials will be imported to the site for both these efforts. Instead of trucking materials along the narrow greenway corridor for construction; the temporary stream crossing is proposed to efficiently move the stone and planting materials necessary for the stabilization and structural materials for the boardwalk to the construction areas. This area is also easily accessible for dump trucks from US Hwy 321. It is an already stable gravel parking lot and pull off. 3. Will the stone used for the temporary crossings be removed once the crossings are no longer needed? Yes. As stated in the detail notes (#8), the geotextile fabric and stone shall be removed once crossings are no longer needed. We have emphasized this statement and I am attaching an amended detail. 4. The PCN states that the UT to Elrod Br will be culverted with a 24" HDPE culvert, but the photo sheets state that it will be crossed with an arch culvert. Which is it? We much prefer an arch culvert. The two proposed culverts at SC2 and SC4 have been revised to arch culverts. Amended plans are attached. 5. Likewise, is it possible to change the UT to Middle Fork New 36" HDPE culvert to an arch culvert? What length will the impact be (it's stated that it'll be 18 ft in the text and 24 ft in the impact table). The impact length for SC4 culvert crossing at UT-MFNR2 is 24'. This is an error in the application and Amanda Jones (USACE) and Sue Homewood (NCDEQ) are copied on this response. The impact table is correct. We also recommend against using HDPE material for culverts, as it is difficult for aquatic animals to move through these slick culverts. Both culverts have been revised from HDPE pipes to arch culverts. 6. For the Middle Fork South Fork New River stabilization: a. Will you be sloping the banks? If so, at what slope? The slopes proposed are 3:1 or flatter behind Toe Wood Stabilization, as noted on the Streambank Stabilization Detail Sheet. The slope proposed are 2:1 or flatter behind Boulder Toe Stabilization, similarly noted. As shown in X-SEC2 on the Detail sheet, the streambank where the Boulder Toe is proposed is a low, vertical bank with gently sloping floodplain behind it. The Toe is proposed to the near top of this low bank, so sloping will be minimal. b. Can you isolate the work areas from the thalweg using a coffer dam? This is important especially at bank work areas — e.g., toe wood, j -hook tie ins, boulder toe. A diversion detail (per our conversation on 06/05/2019) has been included in the streambank stabilization plan set. c. Will you be working from the bank or from within the river itself? We will be working from the "river right" streambank to install the Toe Wood, J- Hooks, and Boulder Toe structures. To install the header rocks and cut-off sill for the J-Hooks, work will be performed from "river left". It may be necessary to move machinery down the "arm" of the J-Hooks to install the footer rock underlying the header rock. The proposed Temporary Stream Crossing at this area will be used to work from both sides of the bank and avoid machinery in the streambed to the greatest extent practicable.
