Answer questions for Parts A through C by checking either "Yes" or "No". Complete Part D of the checklist when Minimum Criteria Rule categories #8, 12(i) or #15 are used. Project No.: Bridge No. 790155 over Unnamed Tributary of High Rock Lake TIP Project No.: N/A State Project No.: 17BP.9.R.80 Project Location: Bridge No. 155 on SR 2136 (Agner Rd) in Rowan County Project Description: The proposed project involves replacing Bridge No. 790155 on SR 2136 (Agner Rd) over Unnamed Tributary of High Rock Lake in Rowan County. Right of way acquisition and construction are scheduled for state fiscal year 2019. Figure 1 shows the project vicinity and Figure 2 provides the topography in the project vicinity. The existing structure is a pre -cast, pre -stressed concrete cored slab bridge with one span at 40'-10". The existing deck width is 24.75 feet. The existing height bed -to -crown is approximately 12 feet. The existing structure has been given a sufficiency rating of 64.66 out of a possible 100 per the Bridge Inspection Report dated 7/27/2016. The replacement structure will be approximately 55 feet long providing a minimum clear roadway width of 30 feet, 10 inches. The bridge will include two 11-foot lanes and 4-foot, 5-inch offsets to the bridge rails on each side. The roadway grade of the new structure will be approximately 8.8-inches above the existing and the low chord of the new structure will be raised approximately 1.2-inches above the existing low chord. The approach roadway, on the down station end of the bridge, will have a length of pavement of 228 feet from the beginning of project to the approach slab. The approach roadway, on the up station end of the bridge, will have a length of pavement of 313 feet from the end of project to the approach slab. Each approach slab has a length of 12 feet. The approaches at the beginning and end of the project will be widened from the current 18-foot width to the proposed 26-foot width using a taper 50 feet in length. Three to six- foot shoulders, depending on the presence of guardrail, will be provided on each side once the proposed roadway width is reached (3-foot shoulder without guardrail & 6-foot shoulder with guardrail). The roadway will be designed as a Collector Road per the NCDOT Sub -Regional Tier Design Guidelines for Bridge Projects with a 55 mile per hour (mph) design speed. Traffic will be detoured off -site during construction. 05/30/19 1 of 6 Anticipated Permit or Consultation Requirements: A Section 404 Nationwide Permit (NWP) may be required by the USACE for impacts to "Waters of the United States" resulting from this project. A NCDWR Section 401 Water Quality General Certification will be required prior to the issuance of a Section 404 Permit. The required 401 certifications may include a General Certification 4135 and/or C 4141. The USACE holds the final discretion as to what permit will be required to authorize project construction. A Federal Energy Regulatory Commission (FERC) Permit may be required due to the proximity to High Rock Lake. Special Project Information: Habitat for Schweinitz's sunflower is present along roadsides and utility corridors in the study area. Surveys of potential habitat were conducted on September 22, 2017. No Schweinitz's sunflower were found. A review of the NCNHP records, updated April 2018, indicated no known Schweinitz's sunflower occurrence within 1.0 miles of the study area. Therefore, this project will have No Effect on the Schweinitz's sunflower. It has also been determined that this project will have No Effect on the Bald Eagle, as their habitat is not present at the bridge site. The bridge was also surveyed on June 14th, 2017 for Northern Long -Eared Bats and none were found. However, the project was determined to May Effect, Not Likely to Adversely Affect Northern Long -Eared Bat. This action does not require a separate consultation due to consistency with the Endangered Species Act 4(d) Rule. Table 1. Federally Protected Species Listed for Rowan Count . Within the project study, Unnamed Tributary of High Rock Lake is classified as Class B, WS-V waters based on its downstream confluence with High Rock Lake. The project was reviewed by NCDOT's Historic Architecture and Archaeology Group staff per a Programmatic Agreement with the State Historic Preservation Office (SHPO) in accordance with Section 106 of the National Historic Preservation Act. No historic survey was required. An archaeological survey determined no archaeological sites or 05/30/19 2 of 6 resources were present. Section 106 concurrence correspondence is contained in Appendix B. Environmental Commitments: The list of project commitments (green sheets) are located at the end of the checklist. Traffic: Current (2015) 1100 vpd Trucks 6% Design Exceptions: There are no anticipated design exceptions for this project. Pedestrian and Bicycle Accommodations: N/A Bridge Demolition: Bridge No. 155 is constructed of a concrete cored slab on concrete caps and steel piles. It should be possible to remove with no resulting debris in the water based on standard demolition practices. Alternatives Considered: No Build — The no build alternative would result in the eventual closure of the road, requiring a permanent detour, which has been deemed unacceptable based on the travel patterns in the area. Rehabilitation — The Bridge was constructed in 1967 and is reaching the end of its useful life. Rehabilitation would only provide a temporary solution to the structural deficiency of the bridge. Offsite Detour (Recommended) — An offsite detour was evaluated for this project. Due to the lower volume of traffic using this route and a detour route with less than 15 minutes of travel, an offsite detour should not cause substantial impact to users of this facility. The new bridge will be replacing the existing bridge in -place. New Alignment with Onsite Detour — Due to the reasoning discussed in the "Offsite Detour" section above, an onsite detour alternative was not developed. Staged Construction — Staged construction was not considered because of the availability of an acceptable offsite detour. Public Involvement: No public meeting was held. However, a letter was sent to all property owners explaining the project and potential road closure (See Appendix A). 05/30/19 3 of 6 PART A: MINIMUM CRITERIA Item 1 to be completed by the Engineer. TROGDON, III SECRETARY The North Carolina Department of Transportation (Department) is constantly working to provide better and safer transportation facilities for public uses in North Carolina. The effects that these proposed facilities have on the human and natural environment are of great concern to the Department and must be adequately described in environmental documents, such as Categorical Exclusion or Minimum Criteria. As part of this process, the Department is obligated to identify and document environmental resources so that they can be avoided or impacts reduced. Streams and wetlands are two of the resources that must be identified during the review process. The Department has begun planning studies for the proposed replacement of Bridge No. 155 in Rowan County on SR2136 (Agner Rd.) over Second Creek. Over the next several weeks, representatives of the Department, as well as the US Army Corps of Engineers, Wilmington District, Regulatory Division, may be present on your property for the purposes of conducting or verifying the limits of waters and wetlands pursuant to Section 404 of the Clean Water Act and/or Section 10 of the Rivers and Harbors Act of 1899. These representatives will be wearing orange safety vests, have picture ID badges, and will be hanging pink and black flagging, or ribbons, on trees and shrubs to identify the limits of streams and wetlands, if present, on the property. This flagging does not indicate the location of a proposed transportation project, but it is very important in our environmental review process. Please do not disturb this flagging. You may contact the NCDOT Planning Engineer, listed below, to ascertain if the U.S. Army Corps of Engineers has issued a Jurisdictional Determination on your property, confirming the presence of streams and/or wetlands. NCDOT is planning to close the existing road during construction to replace the bridge with another structure at the existing location. In this case, traffic would be detoured around the construction area on local roads for up to 4 months. Alternative ways to maintain traffic during construction include building a temporary bridge next to the existing bridge or building the new bridge next to the existing bridge will be considered. The alternative chosen will depend on your comments, as well as current traffic use on the bridge, suitable detour routes, the quality of the current alignment, and the impacts on the human and natural environment. County: Rowan Document: Minimum Criteria Funding: ® State ❑ Federal ® Yes ❑ No Permit Type: NWP# 3 or 14 Project Description: The project calls for the replacement of Bridge No. 155 on SR 2136 (Agner Road) over Second Creek Arm of High Rock Lake in Rowan County. The archaeological Area of Potential Effects (APE) for the project is defined as a 600 foot (182.88 m) long corridor running 300 feet (91.44 m) east and 300 feet west along Agner Road from the center of Bridge No. 155. The corridor is approximately 200 feet (60.96 m) wide extending 100 feet (30.48 m) on either side of the road from its present center. SUMMARY OF ARCHAEOLOGICAL RESOURCES REVIEW: SURVEYREQUIRED Brief description of review activities, results of review, and conclusions: Bridge No. 155 is located east of High Rock Lake and southeast of Salisbury in the eastern portion of Rowan County, North Carolina. The project area is plotted in the northwestern corner of the Gold Hill USGS 7.5'topographic quadrangle (Figure 1). A site file search was conducted at the Office of State Archaeology (OSA) on May 26, 2017. No previously known archaeological sites have been identified within the APE, but two (31RW248 and 31RW249) sites have been recorded within a mile of the bridge. According to the North Carolina State Historic Preservation Office online data base (HPOWEB 2017), an approximate location for the Berringer Mill (RW 669) is given at the crossing. This is survey only structure that is reported as destroyed. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), and historic maps (North Carolina maps website) were examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. Bridge No. 155 and Agner Road cross the Second Creek Arm of High Rock Lake east to west. This waterway is a tributary to Second Creek, located to the south, and part of the Yadkin -Pee Dee drainage basin. Most of the APE is situated within the floodplain with gentle slopes leading to ridges at either end (Figure 2). The road is elevated on an earthen embankment to help protect it from flooding. Properties within the APE are forested. Ground disturbance is generally considered minimal with past timber harvesting and a utility corridor having the most significant impacts. The USDA soil survey map for Rowan County shows three soil types within the APE including Chewacla loam (ChA), the Rion -Wedowee -Ashlar complex (RoB), and the Rion -Wedowee complex (RnB) (see Figure 2). The Chewacla series covers the floodplain, while the Rion -Wedowee -Ashlar and Rion - Wedowee complexes make up the slopes. The Chewacla series is considered somewhat poorly drained with a slope of 2 percent or less. It is also subject to frequent flooding for brief periods. These attributes `ARCHAEOLOGICAL SUR VEY REQUIRED "form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 6 Project Tracking No.: 17-05-0050 are undesirable for most early settlement activities, and no subsurface testing is usually needed in the floodplain as a result. However, it is a setting in which mills are often found. With the possible presence of a known historic mill in the area, additional investigations including at least a field reconnaissance are needed. The Rion -Wedowee -Ashlar and the Rion -Wedowee complexes are well drained soils on the hillsides and ridges with a slope of 2 to 8 percent. These soils have the potential to yield significant archaeological resources due to being dry, fairly level, and located near fresh water. Subsurface testing may be needed on these two series if ground disturbance is minimal. A review of the site files shows only two sites (31RW248 and 31RW249) within a mile of the project area. These sites were identified by archaeologist with NC DOT during an investigation for the replacement of Bridge No. 141 on SR 1004 (Stokes Ferry Road) over Second Creek (B-4808). This appears to be the only archaeological investigation in the vicinity of the current project area. Both sites are prehistoric and found on the northeast toe slope overlooking the waterway. They both were determined to be ineligible for the National Register due to lack of intact deposits and a low density of artifacts. Other unknown sites are likely in the regions and further work in similar settings could identify these cultural resources. A historic map review was also conducted for the project area. Most early maps from the 18th and 19th centuries provide only general details concerning the region illustrating just major roads and settlements. An approximate location for the project was first identified on the circa 1910 Rural Delivery Route for Rowan County and 1914 Soil Survey Map for Rowan County (Figures 3 and 4). These maps are similar and show no road in the vicinity of the crossing. They also fail to illustrate any structures in the surrounding area. This suggests that the approximate location for the Berringer Mill is incorrect. It is not until the 1930s that the current road appears. The 1938 North Carolina State Highway Map depicts a road alignment with a bridge similar to what is seen today (Figure 5). A nearby structure is also plotted to the southwest, but this is probably outside of the APE. From the map review, it is unlikely that deposits associated with former significant structures will be encountered, but the presence or absence of remains for Berringer Mill should be confirmed. The preliminary background investigation suggests that archaeological fieldwork consisting of a field inspection and subsurface testing is needed to confirm if Berringer Mill is within the APE. This field investigation will also identify any other significant archaeological resources that could be impacted by the replacement of Bridge No. 155 in Rowan County. The archaeological Area of Potential Effects (APE) for the project is defined as a 600 foot (182.88 m) long corridor running 300 feet (91.44 m) east and 300 feet west along Agner Road from the center of Bridge No. 155. The corridor is approximately 200 feet (60.96 m) wide extending 100 feet (30.48 m) on either side of the road from its present center. SUMMARY OF ARCHAEOLOGICAL FINDINGS The North Carolina Department of Transportation (NCDOT) Archaeology Group reviewed the subject project and determined: ® There are no National Register listed or eligible ARCHAEOLOGICAL SITES present within the project's area of potential effects. "NO NATIONAL REGISTER ELIGIBLE OR LISTED ARCHAEOLOGICAL SITES PRESENT` form for the Amended Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 8 Project Tracking No.: 17-05-0050 SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: NC DOT has conducted an archaeological survey and evaluation for the proposed replacement of Bridge No. 155 on Agner Road over the Second Creek Arm of High Rock Lake in Rowan County, North Carolina. The project area is plotted in the northwestern corner of the Gold Hill USGS 7.5' topographic quadrangle (Figure 1). Background Research A map review and site files search was conducted at the Office of State Archaeology (OSA) on May 26, 2017. No previously recorded archaeological sites are identified within the APE, but two (31RW248 and 31RW249) sites have been recorded within a mile of the bridge. These sites were identified by archaeologist with NC DOT during an investigation for the replacement of Bridge No. 141 on SR 1004 (Stokes Ferry Road) over Second Creek (B-4808). This appears to be the only archaeological investigation in the vicinity of the current project area. Both sites are prehistoric and found on the northeast toe slope overlooking the waterway. They were determined to be ineligible for the National Register due to lack of intact deposits and a low density of artifacts. According to the North Carolina State Historic Preservation Office online data base (HPOWEB 2017), an approximate location for the Berringer Mill (RW 669) is given at the crossing. This is survey only structure that is reported as destroyed. No evidence for this structure such as a mill dam or ruin foundations were observed within the project limits during the current investigation. Most historic maps prior to the 20th century provide only general details concerning the region illustrating just major roads and settlements. An approximate location for the project was first identified on the circa 1910 Rural Delivery Route for Rowan County and 1914 Soil Survey Map for Rowan County (Figures 2 and 3). These maps are similar and show no road in the vicinity of the crossing. They also fail to illustrate any structures in the surrounding area. This suggests that the approximate location for the Berringer Mill is incorrect. A more likely location would be along a preexisting road further to the south. It is not until the 1930s that the current road appears. The 1938 North Carolina State Highway Map for Rowan County depicts a road alignment with a bridge similar to what is seen today (Figure 4). A nearby structure is also plotted to the southwest, but this is probably outside of the APE. The current investigation confirmed that no significant remains of any former historic structures are within the APE. Soil data from the USDA soil survey shows that three soil types are within the project limits including Chewacla loam (ChA), the Rion -Wedowee -Ashlar complex (RoB), and the Rion -Wedowee complex (RnB) (Figure 5). The Chewacla series covers the floodplain, while the Rion -Wedowee -Ashlar and Rion - Wedowee complexes make up the slopes. The Chewacla series is considered somewhat poorly drained with a slope of 2 percent or less. It is also subject to frequent flooding for brief periods. These attributes are undesirable for most early settlement activities. The Rion -Wedowee -Ashlar and the Rion -Wedowee complexes are well drained soils on the hillsides and ridges with a slope of 2 to 8 percent. These soils have the potential to yield significant archaeological resources due to being dry, fairly level, and located near fresh water. Fieldwork Results The archaeological field survey was carried out on July 6, 2017. A single shovel test was place in each of the four quadrants just above the floodplain (see Figure 5). All four were negative for cultural material. A surface inspection of the APE could not be performed due to low visibility. Finally, no shovel tests were excavated in wet soils. The stream that is crossed forms part of the Second Creek Arm of High Rock Lake. The lake is a damned section of Yadkin River. At the time of the investigation, standing water from the lake extended 20 to 25 meters (ca. 66 to 82 feet) from the stream channel across the floodplain. This portion of the road has been elevated on an earthen embankment to help protect it from flooding. Properties within the APE are forested with dense secondary growth (Figures 6 and 7). Evidence of past timber harvesting can be seen with cut tree stumps and tracks/ruts from logging vehicles. Overall, disturbance from logging and subsequent erosion seems moderate. Soil stratigraphy within the APE consists of three strata. On the eastside the stream, the upper layer is a dark yellowish brown (IOYR 3/4) loamy sand that is approximately 10 cm (ca. 4 in) thick. This is followed by a 10 cm thick layer of yellowish brown (IOYR 5/6) loamy sand. The final stratum is subsoil, which is a strong brown (7.5YR 4/6) sandy clay. To the west, soil color and texture change. The surface layer is again 10 cm thick, but it is a very dark grayish brown (IOYR 3/2) loam mixed with organic material. Below this is an olive yellow (2.5Y 5/6) silt loam that is 10 to 15 cm (ca. 4 to 6 in) thick. Subsoil is a light olive brown (2.5Y 5/6) silty clay. Summary and Recommendations The archeological survey for the proposed replacement of Bridge No. 155 on Agner Road in Rowan County confirms that the APE contains no significant archaeological resources as all shovel tests were negative. The project area consists mostly of wet soils, while the dry and potential landforms for sites are minimal. The historic background check also could not identify any significant archaeological resources within the APE. No further archaeological work is recommended for this bridge replacement project, unless design plans change to affect areas outside of the APE.
