SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW DESCRIPTION OF REVIEWACTIVITIES, RESULTS, AND CONCLUSIONS: HPOWeb reviewed on 6 June 2017 and yielded no NR, SL, SS, LD, or DE properties in the Area of Potential Effects (APE). Stokes County current GIS mapping, aerial photography, and tax information indicated a partly wooded APE with residential resources dating predominantly from the 1970s-1980s (viewed 6 July 2017). A circa-1961 house is an altered and unexceptional example of its type. The circa-1950 culvert is composed of two corrugated metal units with stone rubble and rip -rap headwalls and is not eligible for the National Register as it is not architecturally, historically, or technologically significant. Google Maps "Street View" confirmed the absence of critical architectural and landscape resources in the APE (viewed 6 June 2017). No architectural survey is required for the project as currently defined. WHY THE A VAILABLE INFORMATION PROVIDES A REMBLE BASIS FOR REASONABLY PREDICTING THAT THERE ARE NO UNIDENTIFIED SIGNIFICANT HISTORIC ARCHITECTURAL OR LANDSCAPE RESOURCES IN THE PROJECTAREA: APE extends 400 feet north and south of the existing culvert and 150 feet east and west of the SR 1128 (Brown Road) centerline to encompass proposed construction activities. The comprehensive county architectural survey (1988-9) and later investigations recorded no properties in the APE. County GIS/tax materials and other visuals support the absence of significant architectural and landscape resources. No National Register -listed properties are located within the APE. Should the design of the project change, please notify NCDOT Historic Architecture as additional review may be necessary. County: Stokes Document: MCC Funding: ® State ❑ Federal ® Yes ❑ No Permit Type: NWP Project Description: The North Carolina Department of Transportation (NCDOT) Division 9 intends to replace Culvert No. 290 on SR 1128, Brown Road, over Danbury Creek north of King. No preliminary designs were available at the time of the archaeological review. Based on the project description, an area of potential effects (APE) measuring 528 feet (nearly 161 meters) long and 120 feet (almost 37 meters) wide was established for the purposes of the archaeological review. Thus, the proposed APE is estimated to encompass approximately 1.5 acres (slightly over .6 hectare). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The initial review of the site maps and files archived at the North Carolina Office of State Archaeology was conducted on June 12, 2017. No previously recorded archaeological resources are located within the proposed APE. An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) reveals no recorded historic property locations within .5-mile of the proposed project. An examination of soils in Stokes County presented on the National Resources Conservation Service Web Soil Survey (http://websoilsurvey.nres.usda.gov/qpp/WebSoilSurvey.aspx) indicates that the following soil types fall within the delineated APE: Banister fine sandy loam, 2 to 8 percent slopes, rarely flooded (BaB); and Dan River and Comus soils, 0 to 4 percent slopes, occasionally flooded (DaA). No further archaeological investigations are required for the project within the area established as the current APE. Should the project change to include a larger footprint than covered by the current APE, further consultation will be necessary. In the unlikely event that archaeological remains are encountered during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: Admittedly, mapped soil conditions for the project area are generally good for archaeological resources. But, the scale of the project is relatively small, with few areas that are not immediately adjacent severely altered landforms. Additionally, aerial photographs of the area (and Google street views) strongly suggest that the APE has been altered by landscaping, ditching, and utilities placement. The possibility that significant archaeological deposits could be located within this small APE is considered to be fairly low.
