TIP No. SP-2006-06 (WBS Element No. 34410.3.28) Dear Mr. Wrenn: The North Carolina Department of Transportation (NCDOT) proposes to extend an existing reinforced concrete box culvert (3) 3.Om x 3.7m on W.T. Harris Boulevard over Dixon Branch in Mecklenburg County. The purpose of the proposed project is to address the,incCeased traff c .by .14a been obserYed.in.the North Lake MalIs area adding an additional travel lane from 100 meters west of Reames Road (SR 2100) to the I-485 ramps. It is anticipated that the addition of an additional travel lane will promote safer vehicular movement in this area. The existing three barrel culvert would be extended 22.14 feet and flood plain benches would be constructed on the upstream side of the extended culvert. The construction of this project would impact Dixon Branch which is located in the Catawba River Basin, Hydrologic Unit 03050101. The impacts to Dixon Branch would not exceed 40 linear feet which includes the addition of flood plain benches. The NCDOT anticipates that this project will be authorized under a Section 404 Nationwide Permit No. 14 and we are requesting authorization from the North Carolina Division of Water Quality to utilize the corresponding 401 Water Quality Certification GC3704 based upon the enclosed information. Avoidance and Minimization I a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Project impacts have been reduced to that which is necessary to construct an additional travel lane on WT Harris Boulevard over Dixon Branch and create a stable shoulder slope over the newly extended culvert. Approximately 17.86 feet of impacts have been added as permanent impacts in order to construct flood plain benches on the inlet side of the extended culvert. Measures will be taken to prevent any additional impacts to the stream by adhereing to NCDOT's BMP's during the project construction. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The culvert construction will be phased by constructing one culvert banell at a time. This will allow Dixon Branch to continue to flow during the project by diverting water as needed. No equipment will be allowed to enter Dixon Branch during project construction. 2.
