HomeMy WebLinkAbout20160726 Ver 2_Newell South Project History_20190606Newell South Project History Permits were obtained for the Newell South neighborhood improvement project (a joint storm water and sidewalk project) in September 2016 by Mr. Ed Hajnos with Charlotte -Mecklenburg Storm Water Services, on behalf of the City Project Manager, Mr. Mark Grimshaw. Upon closer examination of the construction plans, after Mr. Hajnos left the City, Ms. Erin Shanaberger (Turner) realized that the plans were not meeting the requirements set forth in the permit documents. Ms. Shanaberger met on site with Alan Johnson and Crystal Amschler to discuss the project in more detail. Alan stated that the plans needs to be revised in order to minimize impacts to the stream channel bottom. The plans showed 6-8 foot wide channel bottom and the existing stream was —1-3 feet wide in most locations. The City project team set out to revise the permitted plans to preserve the baseflow channel. After many months, and eventually a couple years, it was determined that the channel work could not be designed as required and that portion of the work was abandoned. The project was split into 2 phases. Phase 1 includes sidewalk construction and extension of 2 outfalls and rip rap to accommodate the sidewalk with a safe shoulder. Phase 2 encompasses Kemp St sidewalk only. It will propose sidewalk along Kemp Street in the areas that the City had trouble with previously; but little to no channel work will occur as previously proposed. Phase 2 will be completely re -designed and permitted at a later time if funding allows. Phase 1 and 2 affect different streams and are separate and complete projects.
