Pernell, Mayor Town of Louisburg 110 West Nash Street Louisburg, NC 27549 NORTH CAROLINA Environmental Quality June 7, 2019 Subject: Compliance Evaluation Inspection Louisburg Collection System WWCS Permit WQCS00113 Franklin County Dear Mayor Pernell: On May 14, 20I9, Vanessa Manuel from the Raleigh Regional Office conducted an inspection of the town's wastewater collection system to evaluate compliance with the operation and maintenance of the subject wastewater collection system permit. The cooperation and assistance of Ray Patterson, Carlton Tabron, Mike Ayscue, Jr., and Daniel Nobles during the inspection were greatly appreciated. Our records indicate the wastewater collection system is classified as a Grade II collection system and consists of approximately 35 miles of gravity sewer, approximately 24 miles of force main, 7 duplex pump stations, and b high priority sewer lines. The subject permit is effective from February 9, 2018 until September 30, 2024, and is subject to specific conditions and limitations. The items below show what conditions were noted during the inspection: 1. Reported Sanitary Sewer Overflows. During the 2-year period ending April 30, 2019, there were no reported SSOs from the town's wastewater collection system. 2. Fats, Oils and Grease Program. The Town of Louisburg, hereinafter referred to as the Town, has developed and implements an educational fats, oils and grease (FOG) program. Mr. Patterson stated educational material about the Town's FOG program is located on the Town's website. Within 45-days of receiving this letter, please provide a written response to this office with the website address where the FOG educational material is located and state how the Town meets the requirement within Section L4 of the subject permit of distributing educational material to residential and non- residential users at least semi-annually. 3. Capital Improvement Plan. The CIP covers fiscal years 2018-2023, includes a goal statement, description of the project area, description of the existing facilities, known deficiencies and forecasted future needs. The annual budget for the collection system is $426,717. 4. Pump Stations Inspected. The Town's 7 duplex pump stations listed in the subject permit were inspected. The inspector's observations noted in the next 5 items refer to the pump stations inspected. Overall, the pump stations were well maintained. The wet wells were free of excessive debris and grease, and the inspector did not observe any signs of recent sewer overflow. 5. Pump Station Signage. Each pump station has signage clearly and conspicuously posted that identifies the pump station, provides an emergency 24-hour contact telephone number(s), and provides instructions for notification if the visual alarm illuminates and/or the audible alarm sounds, or if an emergency is apparent. 6. Pump Station Restricted Access. The pump station sites, equipment and components were observed to have restricted access. 7. Pump Stations Automatic Polling Feature. Each pump station is equipped with a Supervisory Control and Data Acquisition (SCADA) system that allows the Town routine contact with the pump station from a central location to check the operational status of the communication system. When the high-water alarm was checked at the lift stations, the SCADA system functioned as required except at the Horseshoe Lift Station. The inspector observed smoke coming from the SCADA control panel after the high water alarm was activated at the Horseshoe Lift Station. In response to the smoke, the operator turned the breaker off. The operator stated he has experienced a few mal-functions with the SCADA system at the Horseshoe Lift Station. In addition, he stated the SCADA system does not always call out in response to a trigger event (ex., power loss, high water alarm, etc.) due to the age of the system and the remote location, which can interfere with transmissions. Within 45-days of receiving this letter, please update this office regarding the status of the SCADA system at tl►e Horseshoe Lift Station and the actions the Town will take to ensure the SCADA system functions as required. 8. Pump Station High Water Alarms. The pump stations are equipped with audible and visual high water alarms. During the inspection, these alarms functioned properly. 9. Pump Station Inspection Program. The Town has developed and implements a routine inspection of each pump station that includes the following maintenance activities: cleaning and removing debris from the pump station area and wet well; inspecting all valves; inspecting pumps and other mechanical equipment; and verifying the proper operation of the alarms, SCADA system and auxiliary equipment. The inspector reviewed the inspection logs and observed adequate entries of the date and time of the operator's inspection, observations made, and any maintenance, repairs, or corrective actions taken. 10. Designated Operators. The Town's wastewater collection system is classified as a Grade 11 collection system, and the designated certified Operator in Responsible Charge (ORC) and back-up ORC on record are Carlton Tabron and Ray Patterson, respectively. 2 of Town of Louisburg, WQCS001 13 June 7, 2019 The certification status for each operator is reflected as active in the Division's data system. 11. Cleaning Sewer Lines. The Town has developed and implements a program for cleaning the sewer lines. As required by Section I1.8 of the subject permit, at least 10% of the wastewater collection system should be cleaned each year. Preventative cleaning is not required for sewer lines less than five years old, unless an inspection reveals the need for cleaning. The collection system operator provided maintenance records showing 23,070 linear feet (4.37 miles) of sewer line was cleaned during calendar year 2018. 12. Spill Response Action Plan. The Town has developed and maintains a Spill Response Action Plan that includes 24-hour contact numbers, response time, equipment list and spare parts inventory, access to cleaning equipment, access to construction crews, site sanitation and cleanup materials, and post-SSO assessment. 13. Comprehensive Sewer Map. The Town maintains an comprehensive electronic map of its sewer collection system. The map includes pipe size, pipe material, pipe location, flow direction, number of active service taps, and each pump station identification, location and capacity. 14. Inspection of High Priority Lines. As required by Section VA of the subject permit, an inspection of all high priority sewer lines shall be performed at least once every six - months. The collection system operators inspect the lines and clean the siphons monthly. The last HPL inspections were conducted during March and April 2019. During the subject state inspection, the following high priority lines were inspected: Prison Pump Station aerial line; Sunrise Biscuit aerial line; Tar River Siphon Bickett Blvd.; and Tar River Siphon South Main Street. No compliance issues with the high priority lines were observed. Within 45-days of receiving this letter, please provide this office with a response to items 2 and 7 above.
