The North Carolina Division of Water Resources conducted an inspection of the City of Morganton DCAR
on 6/06/2019. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in Non-discharge Permit No. WQ0002127. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".

Based on additional information provided to the Asheville Regional Office, the facility has corrected the non-compliance
issue noted in the January 4, 2019 compliance inspection.

Inspection Summary:
The follow up inspection was conducted by Beverly Price of the Asheville Regional Office. This inspection did not include a
site visit. Mr. Eli Self, WWTP ORC supplied bacteria sampling information via e-mail in January & February 2019. Mr. Self
provided a photo (6/6/19) of the front-end loaders stored on the compost pad. Any leachate/stormwater containing leachate
drains back to the head of the WWTP.
All fecal coliform monitoring results will be included in the 2019 Annual Report.
