Sewer Project Narrative
For
Regency (N W-13) - Phase One
Regency (N W-13) -- Phase One at Flowers Plantation will consist of a 100 Lot 3 bedroom
single family residential subdivision. This subdivision, which is located Off C. Neuse
River Parkway, will consist of 100% domestic flow. The sewer system will be
constructed of approximately 3,829 LF of 8-inch SDR sewer pipe. With 100 lots at a
projected flow of 180 GPD, the projected flow for this facility is 18,000 GPD. The
wastewater treatment plant facility that will be handling this flow is the Neuse Colony
WWTF (Permit # NC 064564). The permitted flow for this WWTF is 0.75 MGD
(NPDCS). Tile proposed flow will be delivered via gravity line to Mill Creek Pump
Station before it gets pumped to the WW'I'F.

receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and 11 plus all
attached planning assessment addendums for which I am the responsible party. Signature of this

On August 15, 2017, the Division of Water Resources (Division) received an adjusted daily sewage flow
rate (flow reduction) request that would apply to all permitted but not yet tributary residential
connections and all future residential connections within the Neuse Colony WWTP service area.
In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated the request and based on the
data submitted and the Division of Water and Infrastructure (DWI) guidance, the Division hereby approves
for use by the Neuse Colony WWTP an adjusted daily sewage design flow rate with the following
conditions:
• The flow reduction is applicable to residential single family dwellings only.
• The minimum flow for 1 and 2 bedroom dwellings shall be 120 gallons per day.
• Each additional bedroom above two bedrooms shall increase the volume by 60 gallons per day
per bedroom.
• This flow reduction shall not apply to sewer extension applications and/or permits for any other
public or private organizations whose wastewater flows are or might become tributary to the
Neuse Colony collection system (WQCS00147).
Future sewer extension applications should be made using the flow reduction amount stated above. All
other aspects of the permitting process remain unchanged, and all applications must be in compliance
with the statues, rules, regulations and minimum design criteria as certified by the owner and engineer.
Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the NPDES Permit for the treatment facility or exceed the caoacity of
the sewers downstream of any new sewer extension or service connection(s).

The granting of this flow reduction does not prohibit the Division from reopening, revoking, reissuing
and/or modifying the flow reduction as allowed by the laws, rules, and regulations contained in 15A NCAC
02T, NCGS 143-215.1, or as needed to address changes in State and/or Federal regulations with respect
to wastewater collection systems, protection of surface waters and/or wastewater treatment.

Ted, The original Mill Creek Sewer Outfall was designed by the late Dennis Blackmon and I don't have a copy of his file. I
have looked the West Ashley permit and it has the WQ002777 number that is incorrect. I have look at the Flowers
North Sewer Outfall that my closed Raleigh Office did and it was W00029716. Both of these numbers appear to
incorrect.
There no question it flows into the Mill Creek Pump Sewer Outfall. Do you have that permit number?

We did a search in our database for "Mill Creek" with Aqua as the permittee and came up with the permits below. It
would take us some time to physically pull these permits to see which one includes the PS. Or the PS may be included in
a permit with a different name; difficult to tell from here.
Aqua should know have this info readily available in order to properly operate and maintain their collection system.

Ted, There's no questions that it flows to the Mill Creek Pump Station. We have a record in the Flowers North Sewer
Outfall file that the Mill Creek number is WQ029713, but also maybe WQ002477. Can you confirm either of these
numbers?

"Flowers Store and Pump Station". The narrative states the proposed flow will gravity flow to "Mill Creek Pump
Station".
The FTSE form must also include the Flowers Store Pump Station calculations. Please update the form with this
information; you may email this to us to expedite the issuance of the permit.
