III. Certification Statement:
I Chandra C. Farmer, P.E. certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this
form indicates acceptance of this wastewater flow.

Capacity is < 0.

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
103% % and 0.296 MGD of the Available Capacity (E) in Pump Station
Wilson Mills Rd ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.04_ _ MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
Wilsons Mills Road WWPS Upgrade is in design or under construction with
planned completion in 2019or 80% capacity ; and/or
d. The following applies:
Prelimina desi of an upgrade to the Wilson's Mills Rd WWPS will
be included as a capital project in the FY 2019-20 budget.
The actual flow to the Wilson's Mills WWPS is only 39% of the capacity. An upgrade will
be desigged and ready for when flow to the station approaches 80% of ca aci .
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to
allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the
system infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste
disposal system.

On February 22, 2005, the Division of Water Quality received a flow reduction request for
reaidehces in Johnston County, The. letter requests an allowable flow rate of 80 GPD per residential
bedroom based on the evaluated data for three similar existfhg subdivisions.
The water use data provided between November 2003 and October 2004 with daily readings
taken during November 2004 was analyzed by central office and regional office staff' with additional
infcrnatich requested. Based upon thla data and the County response to our additional lirtarrnation
requests, the Division hereby approves the use of 80 GPD per residential bedroom, with a minimum
of 160 gpd for one and two bedroom units In all applicable non -discharge permit applications.
FloW shall be Incremented by 80/gpd for each bedroom above two. Rectardless of the sarllrrctrarF

As part of the Fast Track Sewer Application for Millcreek Subdivisions, it is required that a Cover Letter
accompany the application.
This project will include the construction of a single family residential subdivision within the Town of
Wilson's Mills, NC. This development will include 86 single family lots in the Millcreek Subdivision. On
Millcreek side, the proposed public sanitary sewer system gravity to a proposed public pump station on
site and pump to the permitted public system at The Cottages of Wilsons Mills. The pump station was
designed to account for future development totaling 150 single family lots. The required flow allocation
for the 86 lot currently being permitted is 20,640 gpd. See the Pump Station report for more details.
This package includes the information listed below in order to permit the project described above for a
public sewer main extension.

with the application. If Johnston County is to be the applicant/permittee, then no developers agreement is required.
We'll just disregard the agreement if it's agreeable to you.
Item V1.6 was not marked that a flow reduction has been approved. With your permission we'll mark this section "yes"
for a flow reduction.
Please respond asap so we can issue the permit asap.
