This visit was the result of a complaint received by our office alleging the run-off of cattle waste into an unnamed tributary to Reddies River. At the time of our complaint investigation, staff determined that one mule and one horse had access to almost 300 feet of the unnamed tributary. The section of Reddies River in question is classified as a WS-II/HQW (Water Supply -High Quality Water) within the Yadkin River Basin. As a result of our complaint investigation the following water quality violations and concerns have been documented: PH Violation Stream samples were obtained and analyzed for fecal coliform, dissolved oxygen (DO), pH, specific conductance, nutrients, biochemical oxygen demand (BOD), and turbidity. Laboratory results document a violation of the State water quality standard for pH. The upstream sample measured 6.14 while the downstream sample measured only 5.83. The State water quality standard for pH requires that surface waters maintain a pH between 6.0 and 9.0. The results suggest that excessive livestock activity in and around the tributary may be the cause of the low pH observed in the downstream sample. Please be aware that any current and future violations are subject to a civil penalty assessment of up to $25,000 per day for each violation. Potential Fecal Coliform Violation The upstream fecal coliform was determined to be 5,620 colonies per 100 ml while the downstream sample was 2,300 colonies per 100 mi. The State's water quality standard for fecal coliform is only 200 colonies per 100 ml (maximum). Due to the presence of excessive fungal and algal growth and higher fecal coliform levels upstream of the livestock, we have forwarded this data to the county health department for any further evaluation. There is no water quality standard for BOD, nutrients, or specific conductance. Requested Response The water quality concerns described above are especially problematic since the affected water body is classified as a water supply with a supplemental high quality water classification (WS-V/HQW). Surface water classifications are designations applied to water bodies, such as Reddies River and its tributaries, which define the uses to be protected within these waters and carry with them an associated set of water quality standards to protect those uses. The Division strongly recommends that the livestock be excluded from surface waters and that an alternative water source be installed as soon as possible. It is our understanding that that Mr. Joseph Wolfe has agreed to move the existing electric fence back at least 25 feet from the tributary and to establish a permanent vegetative buffer. , The Division requests that you respond in writing within thirty (30) days of receipt of this Notice. Your response should include a plan and specific descriptions detailing how and when the water quality concerns are to be or have been addressed. Please direct your correspondence to my attention at the address contained in the letterhead. Two animals on site (mule and horse) have access to stream and are kept on small denuded lot. Lots of algae and fungal mats observed in stream, some upstream,too. More sediment was visible down stream as well (1-4"). Joseph has agreed to move the current fence back 25 feet from the edge of the stream and to provide a tank for watering. He also agreed to seed the 25 foot buffer with grass within a week. Samples were obtained and analyzed for fecal coliform, DO, BOD, nutrients, pH, and specific conductance. Downstream pH was 5.83. Please forward to your staff as you deem appropriate. Our office responded to a complaint on Aril 4, 2011 alleging that two cattle (mule and horse) located on parcel #1404795 were polluting an unnamed tributary to Reddies River. As you might know, the section of stream in question is a WS- II, HQW (Water Supply, High Quality Water). Owner is William Franklin Wolfe, and the property address is 251 Tanglewood Lane. Mr. Wolfe's cell number is 336.984.5811. While we did find there to be some run-off of sediment and animal waste from the small, denuded lot, but we also observed excessive fungal growth in the stream above Mr. Wolfe's property. I am attaching photos we took on the date of our investigation.
