On June 5,2019, Rick Trone of the Raleigh Regional Office conducted a compliance evaluation
inspection of the wastewater irrigation system at the Wren Road Facility. The purpose of this inspection
was to ensure compliance with the subject permit. During the inspection,the cooperation and assistance
of Mr.Tracy McLamb,ORC,was helpful and appreciated.
This compliance evaluation inspection consisted of the following:
• Review of the permit;
• Review of the owner/facility information;
• Review of ORC logbooks, calibration documentation,Non-discharge wastewater monitoring
reports(NDMR),Non-discharge application reports(NDAR),Groundwater Quality Monitoring
Compliance Reporting Fort(GW-59)and;
• On-site inspection of treatment components and irrigation fields
The current permit was issued July 14, 2015 and expires on June 30,2020.
The water treatment residuals sedimentation and irrigation facility currently accepts only sedimentation
blowdown and dissolved air floatation waste from the DE Benton Water Treatment Plant.These waste
streams enter one of two 25-acre gravity thickening lagoons before being dosed with hypochlorite and
irrigated over approximately 268 acres of spray fields. The facility is currently well below the permitted
monthly flow average of 704,618 gallons.

Components of the wastewater system appeared to be well-maintained.The two lagoons have recently
been fenced in and public access is restricted.The facility keeps thorough records of maintenance and
activities involving the system. Residuals are removed from the facility annually. In 2018, 7,684.66 dry
tons were removed by Granville Farms and Always Trucking. Calibrations for the flowmeter and pH
meters was performed on March 12, 2019 by FC°Services.
NDMR and NDAR forms are submitted as required with all information. Effluent sampling is analyzed
by a certified lab operated by the City of Raleigh at the EM Johnson W WTP.No issues were noted on
forms NDMR. It was noted that form NDAR should be updated to reflect the current permitted Yearly
Max for each irrigation field. Currently,the templates used by the facility indicate an Annual Rate of
72.8"for all fields. Please ensure this discrepancy is corrected.Customized electronic copies of forms
can be requested from Kendall Williams at kendall.willams(aincdenr.gov Currently,all fields appear to be
well below permitted irrigation maximums.
G W-59 forms are submitted with all required information.Most required parameters are analyzed by the
City of Raleigh EM Johnson W WTP however certain parameters are analyzed by a contractor lab
(acrylamide). Monitoring Well 3 was inspected and all components appeared to be in good condition and
the cap was locked.
The facility maintains numerous spray fields totaling about 268 irrigation acres.Fields consist of various
species of trees in some areas, hay or fescue in others.On the day of the inspection, the spray fields
appeared to be in good condition with no evidence of runoff or ponding. Some of the fields were recently
mowed or were being mowed at the time of the inspection. Hay is baled by the facility and sold to local
farmers.A representative soil analyses for spray fields was last completed on November 16,2018. Small
amounts of lime were recommended for a few fields,but the facility has not seen a need for lime.
The storage lagoons appeared to be free of floating solids and well maintained. Plenty of freeboard was
available.The area around the lagoon was free of woody vegetation and mowed. The chlorine contact
chamber was well maintained,though many turtles find their way from the lagoons to the chamber and
many were present at the time of the inspection. Overall the facility appears to be very well maintained
and compliant with permit requirements.
