PROJECT DESCRIPTION: The project site is located at 172 Singleton St. off of Chadwick Acres Rd, adjacent to an un-named tributary of Stump Sound, in Sneads Ferry, Onslow County. To get to the site from Wilmington take US HWY 17 N to Old Folkstone Rd, which is located a couple miles north of Holly Ridge. Turn right onto Old Folkstone Rd. and continue to Chadwick Acres Rd., there is a power sub-station at the intersection, take a right and Singleton St. is located about 2 miles on right. The property is adjacent to Singleton Rd. on the northeast side and is adjacent to the canal on the southwest side and is adjoined by two residential lots on the other two sides. There is currently a house under construction on the site. The current elevation of the property is approximately 5' above mean sea level (MSL) and the lot is approximately 10,000 ft.2. The highground portion of the property is vegetated with mainly lawn grasses and shrubs. There are a few Red Cedars (Juniperus virginiana) located near the waters edge. There is a 5' - 6' drop off to nonnallow water at the water's edge. There are no coastal wetlands located on the site. The canal is approximately 50' wide at this location and is approximately -4' deep at ML W at the center of the canal. There are currently 3 highground boat basins located to the east of this site and there is one directly across the canal from this site. The Onslow County Land Use Plan classifies the upland areas of this project as Rural. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated this area of Stump Sound as a Primarv Nurserv Area, and thc watcrs adjacent to the proposed project are onen to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to excavate an 18' x 36' boat basin out of high ground. The proposed boat basin would be located in the center of the property on the southwestern side of the project site. The proposed final depth of the basin would be -4' at mcan low water (ML W), which is the existing depth at the center of the adjacent canal. The applicant states that the proposed boat basin would result in the removal of approximately 260 cubic yards of dredged material. The writer of this report has calculated the estimated dredged material would be approximately 282 cubic yards. The applicant is proposing a disposal area onsite that would measure approximately 1500 ft.2 constructed of silt fencing and located a minimum of 30' from the landward edge of the proposed basin. The proposed disposal area would hold approximately III cubic yards of dredge material. This area will be used to dewater all the dredged material. Once the material has been dewatered the applicant is proposing to use the material onsite for grading has indicated that it would be contained until the area has been seeded and stabilized. The applicant is also proposing to install approximately 106 linear feet of vinyl bulkhead along the existing shoreline and along the basin shoreline on the southwestern side of the site. The applicant is proposing a 4' x 36' walkway that would be located over the water on the northeastern side of the proposed boat basin Jor access to the water. ANTICIPATED IMPACTS The proposed boat basin will impact approximately 900 ft.2 of shallow bottom and 648 ft.2 of high ground. The disposal area would disturb approximately 1,500 ft.2 of highground area during the dewatering process. Of the total 282 cubic yards to be excavated 216 cubic yards would be from highground and the remaining 66 cubic yards would be excavated from the canal. The installation of l06 linear feet of bulkhead would impact approximately 2012 ft.2 of high ground and the proposed walkway would incorporate 144 ft.2 of Estuarine Waters and Public Trust Area within the newly created basin. I Eugeue Lotlerhos ~ Permit it 17-06 Page 3 of 3 Docking Facility 14) This permit authorizes the 4 ft. x 36 ft. docking facility to be located in the approved boat basin, as is expressly and specifically set forth in the permit application and attached workplan drawings. No other structure, whether floating or stationary, shall become a permanent part of this docking facility without permit modification. No non-water dependent uses of structures shall be conducted on, in or over public trust waters without permit modification. 15) No attempt shall be made by the permittee to prevent the full and free use by the public of all navigable waters at or adjacent to ~he authorized work. 16) The. authorized structure and associated activity shall not cause an unacceptable interference with navigation. 17) The permittee shall maintain the authorized work in good condition and in conformance with the terms and conditions of this permit. The permittee is not relieved of this requirement if he abandons' the permitted activity without having it transferred to a third party, General 18) The permittee understands and agrees that, if future operations by the United States requires the removal, relocation, or other alteration of the structure or work authorized by this permit, or if in the opinion of the Secretary of the Army or his authorized representative, said structure or work shall cause unreasonable obstruction to free navigation of the navigable waters, the permittee shall be required, upon due notice from the Corps of Engineers, to remove, relocate or alter the structural work or obstructions caused thereby, without expense to the United States or the state of North Carolina. No claim shall be made against the United States or the state of North Carolina on account of any such removal or alteration. 19) This permit does not authorize the interference with any existing or proposed Federal project, and the permittee shall not be entitled to compensation for damage to the authorized structure or work, or injury which may be caused from existing or future operations undertaken by the United States in the public interest. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: Future development of the permittee's property may require a modification of this permit. Contact a representative of the Division at (910) 796-7215 prior to the commencement of any such activity for this determination. The permittee is further advised that many non-water dependent activities are not authorized within 30 feet of the normal high water level. NOTE: The N.C. Division of Water Quality has authorized the proposed project under General Water Quality Certification No. 3490 (DWQ Project No. 05-2024), which was issued on 12/1/05. NOTE: The U.S. Army Corps of Engineers has assigned the proposed project COE Action Id. No. 200600157.
