On May 16, 2019 1 visited the Andy Oxy facility as you requested. I met with Jeff Anderson and Matt Lawlor, Plant
Manager on site.
During the inspection, the following items were noted:
1) Aside from the Diesel Tank Mentioned in your notes, the facility also stores Acetone drums on site. The Acetone
drums (2 at the time of the inspection) are generally located inside the facility on a small containment pallet
(Photo 1).
2) The "Lime slurry' area has no substantial containment around it (Photo 2). The area where the lime slurry and
water gathers is a depression dug into the lime slurry deposit.
3) The lower end of that lime slurry area is also the access rout for the track hoe (Photo 3) used to load the lime
slurry onto dump trucks and haul it to local farmers who use it as a soil amendment.
4) The dump trucks and track hoe have carried the "lime slurry' out and away from the area, leaving a trail of
slurry through the facility and down the entrance road (Photo 4 and 5).
5) Facility contact said that they have to commence these hauling practices roughly twice a year and that they
estimate 45 truckloads a year leave the site.
Based on observations made at the facility make the following observations.
1) A more substantial berm around the slurry area will be needed to effectively prevent wastewater from getting
flushed out by stormwater.
2) An established road (i.e. gravel) may be needed for the track hoe and dump trucks entering the area.
3) There should be at least two monitoring points. Including the storm drain at the end of the entrance road.
4) If they keep the diesel tank at the facility, a record of secondary containment should be provided. I could not
confirm that the tank was double -walled, but feel that it is likely.
