Scarborough Phase 2 Site Viability Assessment Request
1. Detailed description of the site including existing site conditions ad Aerial Site Map.
Scarborough Phase 2 Mitigation Site is located in Wayne County, North Carolina, approximately four miles
south of the Town of Goldsboro. The site boundary is within the 8 -digit Hydrologic Unit (HU) 03020202,
in the North Carolina Department of Environmental Quality (NCDEQ) Sub -basin 03-04-05 (Warm Water
Thermal Regime), all within the Neuse River Basin. This site add-on permanently protects an additional
38 -acres through a conservation easement in excess of 50 feet from the top of banks. As a result of
implementing this bank, WLS will restore and protect approximately 11,322 linear feet of stream and 118
acres of wetland to address components as defined in the RBRP. Scarborough Phase 2 is approximately
1,100 linear feet. While this parcel is being named Scarborough Phase 2, it the entire Scaborough stream
and wetland mitigation site will be permitted and constructed as one site. The streambanks have
inadequate riparian buffers and all of the total stream length in Phase 2 is actively subject to on-site water
quality stressors resulting from direct agricultural practices. The site streams drain directly to the Neuse
River which is listed as 'Class C' and Nutrient Sensitive Waters (C; NSW), according to the North Carolina
Division of Water Resources (NCDWR) (2017).
