Mitch Hayes of the Division of Water Resources conducted the subject inspection on May 24.
2019. Yours and James Blalock's assistance with this inspection was greatly appreciated. Below
is a list of findings developed from the inspection:
1. The permit was reissued, became effective January 01, 2016 and will expire December
31, 2024. Basinwide Information Management System (BIMS) lists Byron Poelman as the
grade -IV Operator in Responsible Charge (ORC) and James Blalock as the grade -IV
back-up ORC for the Class-2 collection system.
2. The Capital Improvement Plan (CIP) lists projects up to the year 2029. Monies for projects
are approved yearly. Some projects include sewer replacement for Regency Drive and
Blanch Street, ECPI pump station installation, and the Little Creek outfall replacement.
3. Education materials on proper grease disposal are sent to customers twice a year.
Information on proper grease disposal is also available on the web. Food establishments
are inspected throughout the year. There have been no enforcements for the past year.
4. Work orders, complaints, repairs made to equipment, line cleaning, right of way
maintenance, high priority line inspection, SSO's, pump station maintenance are
maintained in separate log books and on computer. Records are reviewed weekly,
5. BIMS lists ten Sanitary Sewer Overflows (SSO's) for the review period May 2017-May
2019. Documentation of the SSO's and unreportable SSO's are being kept.
6. According to you, the amount of gravity sewer in the collection system is 127 miles or
670,560 feet. A review of the records indicates that 15% of total line have been cleaned
so far during 2019. Line cleaning is conducted throughout the year.
7. There are 27 pump stations in the collection system. All pump stations have contact
information signage, restricted access, SCADA, and quick connect connection. Eleven

pump stations have on -site generators and four have by-pass pumping capability. There
are two portable generators available. Pump stations are checked twice a day.
8. Pump stations inspected were Glen Haven, Cobblestone, Peele, Neuse River #1 and
Neue River #2. All audible/visual alarms functioned when the high-water float was lifted.
SCADA reported a high wet well. All generators operated and ran on load when power
was cut off. SCADA reported a power out status. All manholes upstream of the pump
station appeared normal.
9. The Cobblestone right-of-way was inspected. The right-of-way was well maintained. There
were no indication of sink holes or depressions. Flow appeared normal in two manholes
that were inspected. There was no debris build up. The aerial creek crossing appeared
straight with no bowing. The concrete piers appeared solid with no undermining.
