County: Document Union Federal CE Funding: ❑ State ❑ Yes ® No Permit Type: na ® Federal Project Description: The North Carolina Department of Transportation (NCDOT) Division 10 intends to convert the existing intersection of SR 1315, New Town Road, and SR 1008, Waxhaw Indian Trail, to a roundabout. An area of potential effects (APE) was established for the proposed project based on the proposed extent of right-of-way (ROW) and slope -stakes depicted in the preliminary designs received on September 7, 2018. Thus, the current APE for the proposed project is estimated to encompass 4.7 acres (slightly over 1.9 hectares). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: The initial review of the site maps and files archived at the North Carolina Office of State Archaeology (OSA) was conducted on June 21, 2018. No previously identified archaeological sites appear to be recorded within the proposed APE. A handful of sites have been recorded within a .5-mile radius of the proposed project, however. One prehistoric site, labeled only as "Site 23" is recorded in the large agricultural field to the northeast of the current APE; no other information about that site was found. Farther to the east, along a small unnamed tributary of East Fork Twelvemile Creek, two small prehistoric sites (31UN100 and 31UN110) are recorded. To the west, a historic house site (31UN334) was recorded during the survey for a transmission line and substation; this site was not considered to be eligible for the National Register of Historic Places (NRHP). The archaeological APE reviewed in June 2018 was based on a proposed study area and encompassed approximately 8.1 acres centered on the intersection of SR 1315 and SR 1008. While, much of that area was dominated by landscape alterations associated with the transportation facilities (much like the revised APE), concerns were focused on the potential for historic resources in the vicinity. An examination of historic mapping from the location of the current intersection, as well as characteristics present in aerial photographs of the surrounding areas suggested the possibility that historic archaeological sites may be present in the vicinity. Historic 20`h century mapping of Union County (i.e. the Miller 1907 Union County Map, the 1914 Union County Soil Map, and the 1938 North Carolina State Highway Map) illustrate structures in the general vicinity of New Town Road near this location, but, unfortunately, scales are such that it is unclear if any of the depicted resources were located within the originally proposed APE. An archaeological reconnaissance followed by subsurface testing in appropriate areas was recommended on June 14, 2018. "No ARCHAEOLOGYSURVEYREQUIRED " form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 3 Project Tracking No.: 18-05-0022 An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) reveals no previously recorded historic properties, nor any previously known cemeteries fall within the same .5-mile radius from the proposed APE. An examination of soils in Union County presented on the National Resources Conservation Service Web Soil Survey (hiip://websoilsurvey.nres.usda.goo/gpp/WebSoilSurvey.aspx) indicates that the following soil types fall within the delineated APE: Badin channery silty clay loam, 2 to 8 percent slopes, moderately eroded (BdB2); Chewacla silt loam, 0 to 2 percent slopes, frequently flooded (ChA); Cid channery silt loam, 1 to 5 percent slopes (CmB); Tarrus gravelly silt loam, 2 to 8 percent slopes (TaB); and Tarrus gravelly silty clay loam, 2 to 8 percent slopes, moderately eroded (TbB2). No further archaeological investigations are required for the project within the area established as the current APE. Should the project change to include a larger footprint than covered by the current APE, further consultation will be necessary. In the unlikely event that archaeological remains are encountered during the intersection improvements project, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: With access to preliminary designs for the proposed intersection improvements, a more refined APE could be established. As noted above, the limits of the revised APE were pulled in to the proposed footprint of the project based on slope -stakes, easements, and proposed ROW. This revised APE is considerably smaller than the original and includes far less area outside the original disturbed ROW. Based on these changes, it seems very unlikely that archaeologically significant cultural remains would be disturbed by the project as proposed.
