August 21, 2009 Mrs. Cyndi Karoly DWQ - 401 Wetlands Certification Unit 2321 Crabtree Boulevard Suite 250 Raleigh, North Carolina 27604 Re: Glencoe Mill - Requested Additional Information DWQ Project # 09-0096 (Alamance County) Dear Mrs. Karoly: This letter is in response to the request for more information for Glencoe Mill dated July 23, 2009. Requested additional information is provided in the same order as requested. 1. Please provide thefollowing itemsfor the proposed bioretention cells per the Required Items Checklist: a Delineated drainage basinsfor each cell. Clearly delineated drainage basins for each cell are illustrated on the revised plans that are included with this letter. b. An assurance that the installed system will meet design specifications upon initial operation once the project is complete and the entire drainage area is stabilized. Sheet 2 of the revised drawings includes a bioretention cell construction sequence that will ensure proper initial and ongoing operation of all bioretention cells upon their installation. Per this construction sequence, bioretention cells cannot be installed before their contributing drainage areas are stabilized. c. A construction sequence that shows how the cell will be protectedfrom sediment until the entire drainage area is stabilized The construction sequence indicates that bioretention cells shall not be constructed until the entire contributing drainage area is stabilized. This sequence will protect the bioretention cells from sediment during the site construction process. d A copy of the signed and notarized Operation and Maintenance Agreement A copy of the signed and notarized Operation and Maintenance Agreement is included with this letter. PO Box 341 Fuquay-Varina, North Carolina 27526 Office: 919-557-4682 Fax: 919-557-4683 Z. Please install all level spreaders a minimum of 30 feet away from the stream. If it is not possible to provide a 30 foot separation, please discharge the overflow from the bioretention area directly to the stream. All bioretention cells discharge directly to surface waters or pipes. None of the bioretention cell discharge points will accommodate a 30-foot separation from receiving surface waters. Thank you for your time spent reviewing this additional information. Please do not hesitate to call me if you have any questions or concerns about this project or if you need any additional information. Sincerely, Scott Mitchell, PE, LSS Permit Number: 46 be provided by DWQj Drainage Area Number Bioretention Operation and Maintenance Agreement I will. keep a maintenance record on this BMP. This mamtes srm record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired or replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the removal efficiency of the BMP. Important operation and maintenance procedures: - Immediately after the bioretention cell is established, the plants will be watered twice weekly if needed until the plants become established (commonly six weeks). - Snow, mulch or any other material will NEVER be pled on the surface of the bioretention cell. Heavy equipment will NEVER be driven over the bioretention cell. Special care will be taken to prevent sediment from entering the bioretention cell. Once a year, a soil test of the soil media will be conducted. After the bioretention cell is established, I will inspect it once a mouth and within 24 hours after every storm event greater them LO inches (or L5 inches if in a Coastal County). Records of operation and mamtenance will be kept in a known set location and will be available upon request Inspection activities shall be performed as follows.
