PROJECT SUMMARY: The applicant is proposing to redevelop an existing marina in the community of Harkers Island. The redevelopment would consist of a 54 slip docking facility and the maintenance excavation of 2,520 yd' of bottom within the existing basin. 9. NARRATIVE DESCRIPTION: Pasfield Enterprises, Inc.'s project is located on the southern side of Harkers Island on Back Sound in Carteret County. The project site is found by traveling on Hwy. 70 E. From Beaufort, travel approximately 10 miles, and turn right onto Harkers Island Rd. in the community of Otway. Continue approximately 4.5 miles on Harkers Island Rd. and you will reach Harkers Island. Once on Harkers Island, continue for 2 miles on Island Rd. Harkers Island Fishing Center will be located on the right, at 1002 Island Rd. The subject project would take place on a single 2.3 acre parcel and has an elevation of +5' NHW. The project parcel is cleared and maintained; vegetation consists of native grasses and sparse trees on the extreme landward portion of the parcel. Presently, the parcel consists of an existing 65-slip public commercial marina with associated boat ramp, 20 room hotel, and 100-slip dry storage with associated launching apparatus. The marina incorporates approximately 66,500 ft' of public trust waters. The existing basin is delineated by a concrete and wooden breakwater. All bottom encompassed by the breakwater has been previously excavated. Currently the marina utilizes an existing asphalt drive and gravel parking facilities. The existing marina and hotel utilize an onsite septic system. Adjacent land uses consists of a single family resident and a closed commercial fishing operation. The shoreline contains no coastal or Section 404 Wetlands. The width of Back Sound at this point is 2.25 miles. The subaqueous substrate along the shoreline is predominately sand and silt. The entire shoreline has been previously excavated. The Division of Water Quality classifies this area of Back Sound as SA-ORW waters. This area is not a Primary Nursery Area. This portion of Back Sound is closed to harvesting of shellfish. The entire parcel is located within the 575' Estuarine Shoreline AEC adjacent to ORW and therefore is classified in the Carteret County LUP as Conservation. 10. PROJECT DESCRIPTION: The applicant is proposing to redevelop an existing 65-slip marina adjacent to approximately 2.3 acres of highground with 346 ft. of shoreline. No highground disturbances are proposed, with the exception of an offsite spoil disposal area. All development would occur waterward of NHW and consist of subaqueous excavation as well as a 54-slip docking facility with an associated boatlift for each slip. Proposed excavation totals 2,520 yd3 of material, with all being considered maintenance excavation. The excavation would disturb approximately 85,000 ft' of previously disturbed shallow bottom habitat. Existing water depths range from -1.0' to -3.8' NLW. Proposed depths, post excavation, are -3.8' NLW. The maintenance excavation of the basin would connect to an existing entrance channel with a connecting water depth of -3.8' NLW. Excavation would be carried out by bucket and barge, offloaded onsite, and relocated to a preapproved offsite location. No SAVs or any other critical habitat were found in the areas to be excavated during site visits. A new 54-slip fixed docking facility incorporating 66,500 ft2 of public trust and estuarine waters consisting of the following configuration is also proposed: • Pier A- Western structure with a 205' x 6' pier extending southwesterly. There would be six 24' x 3' finger piers extending perpendicularly to the southeast, providing 12 slips with boatlifts. The structure is located on the western riparian line, shared with Clayton Fulcher Seafood. • Piers B and C- Piers B and C provide staging for the launching and hauling of vessels to and from the drystack facility. Pier B is 32' x 4' and Pier C is 16' x 4' • Pier D- Central structure would have 277 linear feet of pier extending approximately 252.5' waterward of NHW. The pier is proposed with 6' of width. At the terminus is a 72' x varying width "T" with an average width of approximately 6'. Extending perpendicularly to the northwest would be six 24' x 3' finger piers providing twelve slips. On the opposite side of Pier D are five 30' x 3' finger piers providing ten slips and two 24' x 3' finger piers providing four slips. In total, Pier D provides 26 slips with boatlifts. • Pier E- Pier E is 13' x 4' and would provide service for the existing boatramp. • Pier G- Pier G would consist of 264 linear feet of pier with a 6' width. Eight 30' x 3' finger piers would extend perpendicularly westward providing 16 slips with associated boatlifts. This pier is located on the eastern riparian line shared with Mr. Bibey. The applicant has obtained setback wavers from both riparian property owners. 11. ANTICIPATED IMPACTS: One impact would be the proposed maintenance excavation of approximately 85,000 ft2 of shallow bottom. All excavation is proposed to -3.8' NLW. The proposed excavation would connect to an existing entrance channel connecting the Harkers Island Fishing Center to the deep water channel of Back Sound, requiring the removal of 2,520 yd3 of material from the system and relocated to an offsite spoil disposal area. This area has been previously disturbed and the bottom consists of fine silt with some sand. This excavation would result in a temporary turbidity spike in the waters around the disturbance. The site is located within close proximity to two inlets, Beaufort Inlet to the west and Bardens Inlet to the east. With the proximity to the inlets, the site experiences relatively high velocity tidal currents, and as such, any turbidity would be expected to be quickly dissipated. The proposed docking facility would incorporate 66,500 ft2 of public trust waters, approximately the same amount of incorporated waters as the previous docking facility. The marina currently has 65 slips and the proposed redevelopment would harbor 54 slips, resulting in a 17 % reduction in total wetslips. This parcel and adjacent waters is void of wetlands and SAVs. No coastal marsh or Section 404 Wetlands would be filled or excavated during this project.
