We are requesting authorization to permanently impact 85 linear feet of intermittent stream near Northgate Mall in Durham, NC. The proposed Hampton Inn & Suites is located directly east of Northgate Mall in Durham. It is bordered by Interstate 85 to the north, Duke Street to the east, Gregson Street to the west and a private street to the south. The Durham County Parcel Number for this 4.439-acre property is 0822-12-75-8602. We are proposing to construct one 6-story hotel along with accompanying parking, (un) loading areas, and stormwater treatment areas. There is an intermittent stream in the center left of the property that we seek authorization to culvert and fill the entire 85 linear feet. The stream is culverted above and below this section. The project team analyzed potential avoidance and minimization scenarios for the project area. It was determined that the entire intermittent stream should be allowed to be filled due to several factors. They include property location, financial viability, buildable area for suitable structure and accompanying areas, poor stream condition, adjacent culverted stream channels, topography, and other pertinent items. Prior to any land-disturbance activities commencing, appropriate permits will be obtained. This includes the following permits: 401, 404, grading, and stormwater. The large wetland flows to the southwest (towards Gorman Street) prior to discharging to Walnut Creek. This should provide abundant water treatment for the project area. 2.
