PROJECT SUMMARY: The applicant proposes to demolish the existing structure and re- develop the tract by constructing a 15-unit condominium building with associated driveways, parking areas, septic drainage field and utilities. PROJECT DESCRIPTION The applicant's project is located at 2720 West Beach Drive, between 27`h Street West and 30`h Street West, on Oak Island, Brunswick County. To find the property, take Highway 17 south from Wilmington and turn left on N.C. State Highway 87. Head south on Hwy 87 and turn right onto E. Oak Island/Yaupon Drive. Travel west approximately 2.0 miles and turn left onto Beach Drive. The subject property is located on the right hand side of West Beach Drive. The property is bordered by both residential and commercial properties. The project is being proposed on two parcels totaling 1.57 acres and located between 27`h Street West and 30`h Street West in Oak Island, North Carolina. The two parcels are separated by West Dolphin Drive. The applicant has submitted a work plat drawing indicating the proposed development activities within the 1.57 acre tract. The entire project is located on the northern side of West Beach Drive. The project site is located within the Ocean Erodible Area and High Hazard Flood Area of Environmental Concern (AEC). The waters of the Atlantic Ocean, adjacent to the project site, are classified as SB by the North Carolina Division of Water Quality. The area is not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. The subject property is located within the Ocean Erodible Area and High Hazard Flood Area, as indicated by Zone VE (elevation 17) on the Flood Insurance Rate Map. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean. An Area of Environmental Concern (AEC) Hazard Notice was provided to the applicant, informing him that the project site is located in an Ocean Erodible Area and High Hazard Flood Area. The long-term average annual erosion rate in the vicinity of the property is 2.0' per year. The 100-year storm recession line for this are of Oak Island is 325', creating a total Ocean Erodible Area (OEA) is 425'. This creates a total Ocean Erodible Area AEC of 425'. Studies indicate that the shoreline could move as much as 325' landward during a major storm event. Flood waters associated with a major storm could potentially reach 17' in the area surrounding the project site. According to the survey provided by the applicant, the First Line of Stable Vegetation is located approximately 170' south of the southern most property line. The subject site has historically operated as The Long Beach Motel and RV Park. The tract, on which the Long Beach Motel currently sits, contains one dilapidated motel building, a driveway, swimming pool and asphalt parking area. The second parcel exhibits characteristics of an RV Park (including water and electric connections). The applicant has indicated that all structures on the site would be demolished and/or removed prior to construction of the condominium complex, with the exception of the swimming pool. The property exhibits no signs of any "404 type" or coastal wetlands. There is little vegetation on either parcel, with the majority being ornamental landscaping and shrubs. Lawn grasses cover the remaining portions of the parcels. The closest portion of the tract to the nearest body of water is approximately 220' (measured to the Atlantic Ocean). According to the application, elevation at the site averages approximately 4-5' above Mean Sea Level. PROPOSED PROJECT The applicant proposes to demolish the existing structures and re-develop the 1.57 acres by constructing a condominium building with associated driveways, parking area, wastewater treatment facility and utilities. Development would include grading and filling approximately 1.57 acres within the tract for road construction, lot preparation and condominium development. Fill material brought to the site would be clean of any contaminants and would be provided by an upland source. The fill would also be compatible with the native sands. The condominium building would provide approximately 15 condos for multi-family use, with a density of 1.4 units/acre. Access to the complex would be provided by the construction of three entrance/exit drives, two located off of West Dolphin Drive Street and one off of Beach Drive West. The asphalt drives would run perpendicular to both Dolphin and Beach Drive West. Parking would be confined to the outer limits of the property along the southern side. The applicant has indicated that municipal water would be provided by the Town of Oak Island and septic would be handled by an on-site system (which would be located on the parcel currently operating as an RV Park). The entire project is located landward of the 120' large structure setback, however, it is located within the 425' Ocean Erodible AEC. The applicant is not proposing any construction within 170' of the first line of stable, natural vegetation. Additionally, the applicant has not received an approved Sedimentation and Erosion Control Plan from the Division of Land Resources. 10. ANTICIPATED IMPACTS: The initial grading of the property would result in the disturbance of approximately 1.57 acres of high ground. The proposed development would be located within the Ocean Erodible Area as well as the High hazard Flood Areas of Environmental Concern. The applicant would need to obtain a Stormwater Permit and an approved Sedimentation and Erosion Control Plan prior to construction.
