PROJECT SUMMARY: The applicant is proposing to install a new boatlift and two finger piers to an existing private residential docking facility into Pages Creek. de Beck, Christian Page 2 9. PROJECT DESCRIPTION The project site is located at 930 Santa Maria Avenue, in Wilmington, New Hanover County. To locate the property from the Wilmington Regional Office (WiRO), turn right onto Market Street (NC Highway17) and travel approximately 5 miles north until you reach Porter's Neck Road. Turn right onto Porter's Neck Road and travel approximately 1 mile east. Turn Right on Edgewater Club Road at the round -about and continue east for approximately 1 mile until you reach Sea Shell Lane. Turn right onto Sea Shell Lane and travel approximately 0.2 miles until you reach Arjean Drive. Turn left onto Arjean Drive and travel east approximately 0.3 miles until it terminates onto Santa Maria Avenue, which is an unimproved road. Continue down Santa Maria Avenue until you reach the property of interest, which is vacant lot located between 926 and 934 on the right. The lot is currently undeveloped and is approximately 2.0 acres and the elevation ranges from approximately 5' to 20' above normal high water (NHW). Upland vegetation consists of wild grasses and hardwood species, primarily oak trees. Waterward of the highground towards Pages Creek the elevation of the property transitions significantly along the approximately 150 linear feet of shoreline to an area of coastal marsh, measuring approximately 180 feet in width consisting primarily of smooth cordgrass (Spartina alterniflora). There is an area of significant live oyster reefs which is located waterward of the low marsh visible in the mud flat at low water within the creek. An existing access pier, measuring approximately 244 feet in length by 6 feet in width extends from the highground of the property towards Pages Creek to the west. The pier terminates onto an uncovered "L- shaped" platform, measuring approximately 12 feet in length by 12 feet in width. An access ramp leads onto a floating dock, measuring approximately 24 feet in length by 8 feet in width, extending eastward from the existing pier and running parallel with the channel. A boatlift, measuring approximately 13 feet in length by 13 feet in width, is located at the westward end of the existing floating dock. The applicant received CAMA General Permit No. 48330 in June 2007, which authorized the existing facility. The applicant received CAMA Major Permit No. 124-12 in October 2012, which authorized the third slip of the boatlift to this docking facility. The Wilmington -New Hanover County CAMA Land Use Plan 2006 Update classifies the area as Conservation. There are no known archaeological sites located within the immediate vicinity of the proposed project. The waters of Pages Creek are classified as SA/HQW by the NC Division of Water Resources (DWR). The area is not designated as a Primary Nursery Area by the NC Division of Marine Fisheries (DMF), and they are Conditionally Closed for the harvesting of shellfish. 10. PROPOSED PROJECT The applicant is proposing to install a new boatlift and two finger piers to an existing private residential docking facility into Pages Creek. A new boatlift, measuring approximately 13 feet in length by 14 feet in width, would be installed to the west and next to the existing boatlift. To access the proposed boatlift, the applicant also plans on constructing two new finger piers to the existing docking facility. The first proposed finger pier would extend westward from the end of the existing fixed platform, and would measure approximately 10 feet in length by 4 feet in width. The second proposed finger pier would connect perpendicularly to the first finger pier and extend south, measuring approximately 21 feet in length by 4 feet in width. The second proposed finger pier would be located in between the existing boatlift and the proposed boatlift. According to the application, water depth in the vicinity of the proposed boatlift and finger piers range from approximately -1.0 feet to -2.5 feet at normal low water (NWL). The proposed structure would be located in an intertidal area avoiding the live oyster bed. The structure would extend approximately 70 feet into a waterbody that measures approximately 282 feet across. As proposed, the boatlift would provide an additional slip for a total of four (4) vessels at this docking facility. 11. ANTICIPATED IMPACTS The boatlift and finger piers would incorporate an additional 306 ft' of Public Trust Area and Estuarine Waters at this location. The proposed structure would be located within the applicant's riparian corridor and would not encroach into the riparian setbacks. The boatlift and finger piers would extend approximately 70 feet into the waterbody, which measures approximately 282 feet across. This distance conforms to the'/<width rule. Minor increases in turbidity should be expected during construction.
