Wilmington, NC 28403 Wilmington, NC 28405 Subject: Sampson County SR 1920 Moltonville Road Hurricane Pipe Replacement WBS#: DF15403.2082014 (DWQ Permit Fee: $240) Dear Mr. Shaver and Ms. Steenhuis: The North Carolina Department of Transportation plans to replace replaced an existing 36" in diameter by 40' in length CMP at location Lat: 35.00367, Long:-78.24999 on SR 1920 Moltonville Road where it crosses a UT to Six Runs Creek (C; Sw) approximately 0.3 miles S of SR 1919 Old Warsaw Road. The proposed replacement structure is a 66" in diameter x 40' in length CMP w/ HW. NCDOT would like to request a waiver from the depth specifications of the regional conditions 3.6.1 of the Nationwide Permit 3 and the corresponding General Condition 11 of the Water Quality General Certification No. 4132. Due to the existing geomorphologic fall of the stream channel, burying both of the inverts of the new 66" CMP 1' below the natural streambed elevation would result in a greater than 4 percent pipe slope, causing a high flow erodible condition. NCDOT plans to bury the inlet l' and install the pipe on a 2% slope which would set the outlet approximately at grade with the natural stream bed. Approximately 10 LF of riprap is proposed to be placed in the stream channel to protect from further scour and destabilization. (See Attached Permit Drawing). By copy of this letter and enclosures, NCDOT is requesting issuance of Nationwide 3 approval from the US Army Corps of Engineers and 401 Water Quality Certification (WQC) #4132 approval from the Division of Water Resources (DWR). A method of debiting $240 to process the WQC request has been provided as noted in the subject line of this application.
