Hannah Bridge Bank Parcel Credit Release — Task 2
Dear Mr. Breslow:
On May 10, 2019, the Division of Water Resources (DWR) received documentation from EBX
Neuse 1, LLC (EBX) that the subject site had been constructed in its entirety and monitoring plots
had been installed. On May 28, 2019, Katie Merritt with DWR, with assistance from Ryan Medric
and Brad Breslow with EBX, inspected the site and confirmed that all the subject site had been
completely planted, all monitoring plots were installed, and all stream and wetland mitigation
activities appeared to be completed with all riparian areas, including the stream banks, seeded and
stabilized. Cattle exclusion fencing was also installed where required. Minor encroachment from
mowing was observed within the conservation easement in an area approximately 8,712 ft2. On May
31, 2019, EBX provided DWR confirmation with photos documenting the area of encroachment
where remediation with planted stems and visual easement markers had been completed.
Additionally, EBX noted that all conservation easement placards had been installed along the entire
easement boundary. The current performance bond (#9298625) expires October 23, 2019.
In accordance with the LIMBI, signed on January 31, 2018, the following Project Milestones have
been met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and 20% of your Nitrogen nutrient offset credits
(0.20 x 11,012.78 lb -N = 29202.561b -N) are now available to sell. Additionally, 20% of your Neuse
buffer Restoration credits (0.20 x 196,238 ft2 = 39,247.60 ft2) and 20% of your Neuse buffer
Preservation credits (0.20 x 8,284 ft2 = 1,656.80 ft2) are now available to sell. Lastly, 20% of your
Neuse buffer Enhancement credits from cattle exclusion (0.20 x 6,952 ft2 = 1,390.40 ft2) are now
available to sell. The Neuse buffer Enhancement and Preservation credits shall be shown on the
same credit ledger for this site but on a separate ledger from the Neuse buffer Restoration credits.

Please note that nutrient offset credits generated at this site must be used for impacts in HUC
03020201 of the Neuse River Basin excluding the Falls Lake Watershed pursuant to 15A NCAC
02B .0240. Additionally, the riparian buffer credits must be used for impacts in the Neuse
River Basin in accordance with guidelines in the Consolidated Buffer Mitigation Rule, 15A
NCAC 02B.0295, which became effective on November 1, 2015.
