Seabreeze Group, LLC Page 2 9. PROJECT DESCRIPTION: The applicant has requested that the subject CAMA Major Permit Application be processed under the Express Review Permitting Program. The project site is located at 208 N. Channel Drive, adjacent to Banks Channel located at the southern end of Wrightsville Beach, between the Atlantic Ocean and Greenville Sound. The site is located in the Town of Wrightsville Beach, in New Hanover County. The lot is approximately 0.17 acre with 52' of shoreline frontage. The lot averages 3'-5'above mean sea level and the shoreline is stabilized by a bulkhead. The applicant maintains a single-family residence on property and vegetation consists of lawn grasses and landscape shrubs. There is an existing private pier (6'x 110'), with an associated platform and floating dock located on the subject property. The platform is located close to the end of the pier and extends toward the east. The floating dock (8' x 16') is in alignment with the pier and runs from east to west, perpendicular to the shoreline. The pier and floating dock currently provide docking space for two vessels. Both structures are landward of the established Wrightsville Beach Pier Head Line. The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the Banks Channel, which are included in the Wrightsville Recreational Area, are classified SB# by the N.C. Division of Water Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. The applicant proposes to demolish the existing pier and docking system and construct a new pier, gazebo, floating dock and boatlift. The new pier (6' x 40') would extend from the center of the lot, adjacent to the bulkhead, and span in an easterly direction. A 12' x 12' "L"-shaped gazebo would be constructed at the terminal end of the pier, and would provide access to the 6' x 60' section of floating dock. The proposed dock would be in alignment with the pier and would also extend in an easterly direction. A single boatlift would be located on the southern side of the proposed dock, at the terminal end. The proposed docking system would provide dockage/storage space for up to four vessels. According to the work plat drawings, the proposed structure would be located within the established area of riparian access, and would not extend beyond the established pier-head line. Water depths in the area surrounding the proposed floating dock and boatlift range from -5.0' to -8.0' Mean Low Water (MLW). 10. ANTICIPATED IMPACTS The proposed pier, gazebo, boatlift and floating dock would incorporate approximately 744 square feet of estuarine waters and public trust area. The proposed structure would be consistent with the Town of Wrightsville Beach Pier Head Line and would be built with in the applicant's area of riparian access.
