The CSA document, when completed, will be used to produce a Corrective Action Plan (CAP). The information included in this technical memorandum facilitates further discussion and planning of the CSA. Topics include: • Low -yield well sampling results • Open -borehole well status and recommendations • Flow transect and cross-section recommendations LOW -YIELD WELL SAMPLING In an email dated April 11, 2018, the North Carolina Department of Environmental Quality (DEQ) requested that all wells and piezometers that are not completely dry be purged and sampled for boron and field parameters at least once. The request for such sampling included these wells: AMW-2BRL CB-1BR CB-1BRL MW-3BR MW-7BR MW-8BR MW-SBRL MW-15BR MW-19BR MW-19BRL MW-24BR MW-27BRL MW-28BRL GW-5 P-102 PZ-16 Significant observations from this sampling event include: • Eight (8) of the 16 locations were suitable for sampling. None of the samples indicated boron concentrations in groundwater greater than the 2L Standard (700 µg/L). Boron concentrations in samples from two locations, MW-3BR and PZ-16, were significantly greater than the detection limit (50µg/L) but similar to concentrations in samples taken from adjacent or nearby bedrock monitoring wells. SynTerra does not recommend additional sampling of these wells. SynTerra recommends abandonment or installation of screened wells at open -borehole locations. Of the 16 wells listed above, CB-1BR, MW-3BR, MW-7BR, MW-8BR, MW-15BR, MW-19BR, MW-24BR, and PZ-16 were purged dry using a submersible pump on April 25, 2018. Those wells were sampled for boron and field parameters on April 26, 2018, using a bailer. Requested sample locations and locations that could be sampled are highlighted on Figure 1. Copies of the low -yield sampling logs are included as Attachment 1, and analytical data reports are included as Attachment 2. Boron analysis and field indicator parameters are summarized in the attached Table 1. P-102 was observed as completely dry, and the recharge rate at GW-5 was too low to allow sampling. The remaining wells — AMW-2BRL, CB-1BRL, MW-8BRL, MW-19BRL, MW-27BRL, and MW-28BRL — are all deep bedrock open -borehole wells that contain large volumes of water. Purging and sampling the remaining open -borehole wells will require substantial time and a larger pump that enables effective dewatering. Another possibility is the use of passive diffusion bag samplers (PDB) at these locations. However, because of the low recharge rates in these wells, development of the boreholes was not completed. Results from the PDBs would be considered approximate or unusable because water in the borehole likely remains from the drilling process and would not be representative of the formation. OPEN -BOREHOLE WELL STATUS Open -borehole bedrock wells are present at the Asheville Steam Electric Plant. The original plan was for screened bedrock wells; however, a viable water -producing fracture zone was not encountered at these locations. These wells have been gauged to measure head potential of groundwater within the primary porosity of the bedrock matrix. Recently, select open -borehole and low -yield wells were sampled for boron as described above. Open -borehole wells that are considered viable monitoring locations include: • EXT-A • EXT-1 • EXT-2 • MW-16BRL • MW-20BR • MW-26BRL Open -borehole wells that are not considered viable monitoring locations include: • APZ-30 • AMW-2B • AMW-2BRL P:\Duke Energy Progress.1026\102. Considering recharge rates, recent analytical results, and the expansive groundwater monitoring network, SynTerra recommends the following actions for existing open -borehole locations: • Abandonment: APZ-30, AMW-213, AMW-2BRL, CB-1BRL, CB-8BRL, CCR-102BR, EXT- •, EXT-D, MW-3BRL, MW-8BRL(EXT-B), MW-19BRL, MW-27BRL, and MW-28BRL • Completion of nested wells (after pumping tests): MW-16BRL and MW-26BRL • Completion of a single -screened well: EXT-A, EXT-2, and MW-20BR • EXT-1, currently an extraction well, should be completed as a monitoring well or abandoned once groundwater extraction stops Table 2 presents bedrock well detail information and justification of recommendations. Figure 2 shows locations of recommended well abandonments. Screened wells determined to be of limited use to monitoring future conditions recommended for abandonment include PZ-16 (persistant elevated turbdity) and GW-5 (dry well adjacent to MW-3 and CB-3 clusters). FLOW TRANSECT AND CROSS-SECTION RECOMMENDATIONS Four flow transects have been identified to evaluate groundwater characteristics over an area from the source areas (1964 ash basin and former 1982 ash basin) to potential groundwater receptors such as the wetlands complex and French Broad River. The four transects proposed for evaluation are presented as A -A', B-B', C-C', and D-D' on Figure 3. Those transects will be incorporated into the geochemical model and further evaluated within the CSA. Cross -sections that will allow three-dimensional visualization and understanding of groundwater flow and constituent occurrence across the investigation area are recommended along lines B-B', D-D' and E-E'.
