Narrative:
Due to offsite considerations that the City of Rock Mount allowed the reduction in pipe length. The
pipe length changed from the proposed 1180 LF to 744 LF. Also the terminus manhole 4 was not
constructed. The terminus manhole is now manhole 3. One joint of pipe was stubbed out from
manhole 3 to allow for possible future extension.

Yes — any changes in pipe length of 10% or greater (whether the change is an increase or decrease) requires a permit
modification with fee. I had sent a proposal for dealing with "small" projects to the RO Supervisors meeting for their
input, but no one has gotten back to me on their thoughts on the proposal, so for now, every project must be modified
with a fee.
The permit actually says "changes resulting in non-compliance with this permit including...." — and we interpret a
decrease in length to be non -compliant just as an increase is non -compliant. Just because the permit does not explicitly
list every possible way that a constructed project could be non -compliant with the permit doesn't mean that we
overlook things not specifically listed therein — I think that's where a lot of people are getting confused.

Hi Christyn,
I know there was some disagreement in our certification meeting about whether we should require permittees to
modify their permit if they install LESS than 10% of the permitted length (since the older permits say "pipe length
increases 10% or greater").
We've made some permittees modify when it was a decrease in pipe length of 10% or greater, but I just want to make
sure nothing has changed.

Good afternoon. The City had originally required the sewer extension across the entire frontage of the property. Later
after the permit was obtained and just before be the sewer construction, the city allowed the church to
eliminate the last run of pipe and manhole to reduce cost to the church. Pipe was stubbed out from manhole 3 for any
future connection. This reduction in pipe did not affect the flow that was permitted.
It was my understanding that a permit modification would only be required for "pipe length increases 10% or greater" per
item 7 Prior to Certification paragraph of the permit. Since we decreased the length and the (low didn't change it was my
understanding that a modification wasn't required.

Hi Phillip,
I spoke with our Collection System Permit Coordinator in DWR's Central Office specifically about this. She stated that
ANY pipe length changes greater than 10% (whether an increase or decrease) requires a permit modification application
with a fee. Our central office has directed us to proceed this way, at least for the last several years. The newer version
of the permits that we're now issuing has been modified to clarify this. But the old version of the permit that was issued
for this project does state "Permit modifications are required for any changes resulting in non-compliance with this
permit (including....'; and the central office considers a pipe length decrease over 10% to be a change from what was in
the issued permit.
