Amy,
I agree with the Corps that since impacts did not significantly change, a modification is not needed; however, I would
add that while impacts have not changed, your project must also adhere to the plans/designs submitted for approval. In
this case, since the basic design and impacts are similar to the original application submitted, we have no objections.
Plus, as you state below, in your estimation, the culvert as is being built now will be better aligned with the stream
channel. This statement supports Project Specific Condition 2 of your 401 Certification in that switching low and high
flow barrels should not disturb existing channel stability more than the original design.
Thanks for letting us know about the change.

Amy,
If there are no increases or decreases in impacts to waters of the United States, then the Corps is fine with how you
determine to construct your project.

Bryan and Dave,
The culvert project on old NC 109 in Davidson County is a double barrel culvert. Our structure plans were designed with
the high flow barrel and 2' sill on the right (north) when looking downstream and low flow barrel and V sill on the left.
Our permit drawings had it flipped. The sills were poured in accordance with the structure plans. I went to look at it
today. There are a couple pictures attached looking up and downstream from the inlet from the same location. The
culvert is much better aligned with the culvert as its been built. The impacts haven't changed. We plan to leave the low
flow on the left (south) side and the high flow on the right (north). If you have any objections, let me know.
