SUBJECT: Preliminary Jurisdictional Determination Package (PJD) for the following Natural
Resources Technical Report: STIP BR-0121 — Replacement of Bridge No. 348 on SR
1703 (Old Goldsboro Road) over Beaverdam Swamp in Sampson County,NC.
Mr. Shaver:
The North Carolina Department of Transportation (NCDOT) proposes the replacement of Bridge No.
348 on SR 1703 (Old Goldsboro Road) over Beaverdam Swamp in Sampson County, NC. Below and
attached are a brief description of the project, figures depicting all features, and appropriate forms.
Field work was conducted October 17, 2018. Three Oaks Engineering (Three Oaks) staff members
Nathan Howell and Nancy Scott conducted the site investigation (Figure 1). Six potential jurisdictional
features (two streams, two wetlands, and two ponds) were identified within the study area (Tables 1-4;
Figures 2-4).
United States Army Corps of Engineers (USACE) wetland determination forms (wetland and upland)
are included for each potential jurisdictional wetland. North Carolina Stream Assessment Method
(NCSAM) forms were completed for features possessing characteristics conducive to them receiving
lower functional rating values and mitigation ratios. Please see the following PJD Package:

Note: NCSAM forms were completed for streams possessing characteristics conducive to them receiving lower
functional rating values and mitigation ratios. Streams represented by an asterisk (*) possess qualities conducive to
them receiving higher functional rating values and mitigation ratios. Stream SB's low functional rating value is
associated with the upper reach, which runs perpendicular to Old Goldsboro Road from the road to the study area
boundary.
