On January 16, 2019, a site inspection was conducted for the facility located at 845
Commerce Road in Vance County, North Carolina. A copy of the Compliance Inspection
Report is enclosed for your review. Your assistance along with the assistance of Marty
Garrett and Randy Reigner during the inspection is greatly appreciated. The site visit
and file review revealed that the subject facility is covered by General Permit
NCG060000. Your permit coverage authorizes the discharge of stormwater from the
facility to receiving waters designated as Lynch Creek, a Class C;NSW waterbody in the
Tar Pamlico River Basin.
As a result of the inspection, the facility was found to be in compliance with the
conditions of the NCG060229 permit. Please refer to the enclosed Compliance
Inspection Report for additional comments and observations made during the
inspection.
Please be advised that violations of the NPDES Stormwater General Permit are
subject to a civil penalty assessment of up to $25,000 per day for each violation. If

Inspection Summary:
The facility was in good order and very clean. All documentation required by the permit was available except for the last
three years of spill. Recommend a sheet be added to the SP3 to document spills or the lack of spills for the last three
years. While walking the site along the North parimeter and on the train tracks a aquantity of food products were spilled that
was known to have been spilled there but had not immediately been cleaned up_ being an area with a high probability of
such spills I ask that the entire length of the track located on the facility property receive regular inspections_ If a spill is
detected it should be immediately cleaned up and the spill should be documented according ly. additionally, a number of
washout ares were noted in the rip rap ditch running to SDO-5. These washouts should be repaired and permanently
stabilized. The facility has made positive improvements to the fac.lity that they should take credit for in thier feas-bility
studies
