REGAN Serretary LINDA CULPEPPER Directar- NORTH CAROLINA Environmental Quality May 28, 2019 Scott Kershner — Park Superintendent NCDENR Division of Parks and Recreation 13304 Creedmor Road Wake Forest, NC 27587 Subject: Permit No.WQ005247 Rollingview State Recreation Area Wastewater Irrigation System Durham County Dear Mr. Kershner, Staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations Section inspected the subject wastewater irrigation system on May 15, 2019. I wish to thank Curtis Tyree and Brian Murphy for their help during the inspection. The purpose of the visit was to conduct a compliance inspection of the system. Curtis Tyree is the ORC and Vinny Shea is the Backup. Brian Murphy will also be backup when gets his certification. On the day of the inspection, the freeboard was at 29 ft in the facultative lagoon and 2.8 ft in the storage lagoon. There is a fence with signs around the facility and the berms were mowed. The aerator is currently not working. Sludge levels were reportedly Iast checked in 2012. The facultative lagoon had 8" of solids and the storage lagoon had 1" of solids. The chlorinator was in good condition. Staff report that maintaining 2 ppm of chlorine is easy with the system in place. The chlorine contact chamber is also in good condition. The pump and controls were in working condition. Sprayheads still clog with frog bones from frogs in the chlorinator. Plans are still in the works to create a screen to exclude them. The system generally pumps 150-200 gpm. The Iift station pumps and controls at the park ranger's house and other sites were tested and found to be in working order. The septic tank at the ranger's house was Iast pumped fall of 2013. Septic tank solids are checked twice a year. Lift station pump run times are checked daily. Little work has been needed on the lift stations other than clearing check valves. The facility is applying between 2 and 10" of water to the sprayfields of the 31" permitted maximum. Fields are sometimes irrigated for 6 hours or more, but runoff reportedly does not occur. New seals have been installed in some of the drainfield piping and more seals are on order. No lime was recommended. Pump calibrations are done by drawdown tests. The flow meter was calibrated by Altantic Environmental in January 2019. Records have been submitted complete and on time. Facility records were in good order. On the day of the inspection, the facility appeared to be operating in compliance with permit conditions.
