Duke Energy Progress, LLC (Duke Energy) submits the following comments on the draft Major
Modification of the National Pollutant Discharge Elimination System (NPDES) Permit for the Asheville
Steam Electric Generation Plant (Plant), issued for public comment by the North Carolina Department of
Environmental Quality ("NCDEQ") on March 22, 2019. Duke Energy appreciates NCDEQ's efforts to
develop the Major Modification, which addresses the operation of the new Combined Cycle facility located
at the Plant. Duke energy offers the following comments and requests for modification and/or clarification
on specific provisions of the draft Major Modification:
On pages 10 and 11 of 19 of the Draft Permit, Duke Energy requests that the number of
internal outfalls is reduced to one (Outfall 001A). The four (4) internal outfalls currently
listing in the draft permit flow to a common point and have the same required sampling
parameters. For these reasons, Duke Energy requests the removal of three internal
outfalls. Please see proposed location of the internal outfall included as an
attachment to this letter.
