The project will extend the eAsting dead end of Stobhill Lane east and northeast to NC55/N. Broad Street. Stobhill Lane is currently constructed to a dead end within the Springhill Subdivision to the west. The Powell Square Apartment community has been approved for the vacant land to the south. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The roadway alignment was dictated by the eAsting dead end section within the Springhill subvision to the west. As such impacts to WoTUS could not be avoided. The road shoulders were designed to be as steep as possible, while still maintaining a stable slope. Headwalls were included in the design at the pipe inlet and outlet ends to minimize impacts. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The pond will be lowered prior to construction and work will be performed as dry conditions as possible. A sediment and erosion control plan will be approved for the project along with a construction stormwater permit to protect downstream water quality. 2. The majority of the roadway will be treated in stormwater ponds located on the Powell Square development site to the south.
