SUBJECT: Request for Scoping Comments: TIP U-6223 - Extend NC 42 East to connect to SR 1563
(Little Creek Church Rd.) and Improve intersection of SR 1563 & SR 1560 (Ranch Rd.)
in Johnston County
North Carolina Department of Transportation (NCDOT) Division 4 has begun the planning and engineering studies
to Extend NC 42 East to connect to SR 1563 (Little Creek Church Rd.) and improve the intersection of SR 1563 &
SR 1560 (Ranch Rd.) in Johnston County. The project is part of the Locally Administered Projects Program under
the Town of Clayton and is included in NCDOT's 2018-2027 Transportation Improvement Program (TIP) as
Project U-6223 (Amendment #6).
The purpose of this letter is to initiate project scoping with internal NCDOT units, regulatory and resource
agencies, and other interested parties. We invite you to review the attached project information and identify any
issues and their scope that should be addressed in the environmental document.
Attached for your consideration are a project data sheet, a vicinity map, and environmental features map for the
project study area. Please note that the project study area is outlined in red on the environmental features map.
Please notify us of any additional known information regarding your area of expertise that may concern the project.
We would especially appreciate any information you may have that would be helpful in identifying and evaluating
important issues or topics that should be considered as the project design is developed.
Your input is important to a successful project outcome. Please provide your input by June 17, 2019. If you have

Initial Scoping Comments:
The project study area includes an area wide enough to capture reasonable alternatives to
extend NC 42 from US 70 Business to SR 1563 (Little Creek Church Rd.). It also includes
enough area to capture improvements at the intersection of SR 1563 and SR 1560 (Ranch
Rd.). Between those two areas, the study area connects via a strip of SR 1563 limited to
existing NCDOT right of way.
