Chatham County
Mitch Hayes of the Raleigh Regional Office conducted the subject inspection on May 21, 2019.
The assistance and help provided by Mark Wright and John Poteat with this inspection was greatly
appreciated. Below is a list of findings developed from the inspection and review of the permit.
1. The subject permit was reissued, became effective April 1, 2013 and will expire March 31,
2021.
2. The Town of Pittsboro operates and maintains a Class-2 collection system. Basinwide
Information Management Systems (B1MS) lists John Poteat as the CS grade -III Operator
in Charge (ORC) and Charles Barbee as the CS grade -III back-up ORC. Mr. Barbee's
status is currently listed as invalid. Please contact Maureen Kinney at 919.707.9038 on
assigning a new back-up ORC.
3. A map of the collection system is being maintained on paper and on computer. The map
contains all required permit information.
4. The Capital Improvement Program was updated this year and includes projects for fiscal
years 2016 through 2026. Some projects include line rehabilitation, hydraulic study,
manhole repairs, line cleaning, CCTV line inspection, converting Christian Village, Autism
Center and Northwoods High School pump stations to gravity.
5. Education materials on proper grease disposal are sent to customers once a year. Please
be aware that permit standard 1 (5) requires biannual distribution of education materials.
There is currently no oversight for an enforceable Fats, Oils and Grease (FOG) program
for non-residential users. Please develop and implement a FOG program for non-
residential users and send a copy to this office.
6. Work orders, complaints, repairs made to equipment, line cleaning, right of way
maintenance, high priority line inspection, SSO's, pump station maintenance are
maintained in separate log books. Log books are reviewed monthly.

7. According to Mr. Poteat, the amount of gravity sewer in the collection system is 30 miles
or 158,400 feet. A review of the log book records indicates that 10% of 158,400 ft., have
been cleaned this year.
8. BIMS lists 2 Sanitary Sewer Overflows (SSO's) for the review period June 9, 2017 — May
21, 2019. Documentation of the SSO's and SSO's that are below reporting thresholds are
being maintained.
9. There are 6 duplex pump stations in the collection system. All pump stations have
restricted access, contact information signage, audible 1 visual alarms, and telemetry. All
pump stations are visited daily. Pump stations inspected were Christian Village, Powell
Place, Northwoods High School, and Autism Center. All audiblelvisual alarms functioned
when the high-water float was lifted. Telemetry acknowledge a high-water alarm. Power
to the Powell Place pump station was turned off to simulate a power outage. The on -site
generator did not start. Generator was manually started. The on -site generator at
Northwoods High School was not operable. A by-pass pump is set up at this station. The
on -site generator at the Autism Center pump station was manually started. Please inform
this office when the generators at Powell Place and Autism Center will start and operate
under load when power is turned off.
10. The Toomer Loop right-of-way was observed. The right-of-way was well maintained and
free of tall vegetation. There were no indication of depressions or sinkholes. There is one
aerial creek crossing along the right-of-way. The 8" DI has piers above the ground and no
piers above the creek crossing. There was no erosion observed.
11. An aerial at a bridge along US 15-501 Highway was observed. The 8" DI creek crossing
has concrete piers in the creek and brick piers on land. All piers appeared solid with no
deterioration. There was no undermining of the piers in the creek.

Inspection Summary,
