This letter is to inform DWR of, and explain, the Notice of Deficiency recently received.
Year 2017 was not particularly wet, but the rain fall was consistent, which made
Irrigating waste water difficult. An irrigation design change was implemented in March of 2017.
After installation of the new pivot irrigation, we chose to level the land and repair fields issues
in our irrigation design, which sacrificed crucial irrigation time. These improvements will insure
maximum land application throughout the year. Unfortunately, rains in late November and
December pushed us into noncompliance on our freeboard level. After notifying the
Wilmington Regional Office I maintained close dialog to keep them notified of our lagoon levels
and rain fall until we were back in compliance. With the new irrigation designs and field
improvements, it.is my goal to not be deficient with freeboard level in the future.
