Tom/John:
As you are aware, Colonel Ryscavage signed the PCS 404 permit on 06/10/09 and issued a cover
letter to PCS dated 06/10/09. Therefore, PCS interprets the date of issuance for the 404
permit to be 06/10/09. Please let me know if the Corps or DWQ have a different
interpretation of the 404 permit issuance date.
