Dear Mr. Hunkele:
On behalf of the Town of Beaufort, we respectfully submit the enclosed documents in support of a
modification to the referenced permit. The permit modification is facilitated by the following changes to
the project:
• Revise flow allocations for facilities to be completed in June 2019.
• Those changes include moving activities from the Inn to the Bistro facility, adding a restaurant,
bar, meeting facilities, administrative functions, and 4 bridal suites to the Bistro.
• Eliminating Phase 2D, multi -family development from future development. Overall, the total
flow from development elements that are either completed or will be completed and operational
in 2019, phases 1, 2A, 2B, 2C, and 3A, is 41,773 GPD (see Table 1). All of this flow will be
conveyed by lift stations # 1, #2 and #3 as previously permitted prior to the modification for
permitting of temporary facilities.
• Changing the outfall point for the 4 inch force main from lift station #3.
The following documents are attached:
• Fast Track Sewer Extension Application with attachments, Form FTA 16-04, completed and
executed by the Town Manger and Engineer.
• Check in the amount of $480 payable to NCDEQ.
• Form FTA 10-18, Flow Tracking for Sewer Extension Applications as executed by Town of
Beaufort on 1/11/2016. This flow tracking allocates 52,600 GPD to flows form Front Street
Village. This allocation is based on 67% of the .0114 flows accounting for use of low flow
fixtures throughout the development. The equivalent flow at 100 percent of the .0114 flows is
78,500 GPD.
• Plan/profile drawings U6 and U7 showing the revised force main outfall from lift station #3 to a
manhole adjacent to Chadwick Road.

I Charles Burgess, Jr. certify to the best of my knowledge that the addition of
the volume. of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all

We are trying to operate within the rules. But it is not realistic to wait to reduce the length of a force main until the
state issues a permit if the original force main was permitted under the fast track process. That is the only hardware
modification in the permit modification request. The rest of it is paper changes including changes to the flow allocations
associated with the Bistro building. The lift station and force main is in and ready to operate. it cannot be operated
until it is certified. So we are sending the certification. The temporary improvements cannot be deactivated until the
lift station #3 and force main are certified and operational. The hotel, which drains to lift station #2, is operational and
pumping wastewater through the temporary force main to lift station #1.
Once you issue the permit modification, we will send the final certification which will cover the permit modifications and
deactivation of the temporary facilities.
By my count, you have had the modification request for 27 days. I sent the paperwork to you on April 12"' and followed
it with a check that was supposed to be delivered on April 16. It's all on your shoulders now. Sorry about that. Let me
know if there is anything you need to complete you review and approval. The schedule is to the point now that, if you
need something, I will bring it to you in person.
I can not disagree with you on the bad planning comment. That is the history of this project, of most projects,, I regret to
say. But it is our job to get it done. So here we are knocking on your door loudly!H

Not sure I any clear or not, but I hope you are not trying to certify anything new I have yet to approve as it wouldn't be
applicable and not supposed to be built till permit issued. Sarre goes for the Bistro, if flow wasn't allocated for it in any
manner on the previous permit then can't be served till I get it issued.
I will get to this one as soon as I can but unfortunately everyone thinks their project is more important than the next
guys. I do not have the authority to move projects up in the queue and wouldn't be supportive of doing so due to bad
planning and project oversight which this one has seen its share since the beginning.
Depending on how the week goes, I may get to more permits and could possibly get to this one by early -middle of next
week. I have only had this request for 20 business days and generally nay rninirrium always runs at least 15 and as high
as 40 days. I did have a planned inspection for most of tomorrow get canceled so my week has freed up some which will
help clear some of ray queue.

The goal of the Fast Track sewer permit program is to issue a permit in no more than 30 business days from receipt of a complete application and if
no additional information has to be requested upon full review. Please use the Department's Permit Application Tracker to determine the official
application receipt date to allow you to estimate a date for issuance and find the reviewer's name. Once issued, the record stays on the site for 30
days.
For previously issued sewer permit info or to check on sewer certification receipt status, please use the Division's Sewer Extension Permit
Tracker. Using the Issue Date on top of the Engineer Certification Form is best way to ensure getting what you want especially for multi -version
permits; using today's date only gives info on the latest permit version. Confirmation using this method will replace letters and emails, it is
recommended that confirmation be printed and/or saved.

That's good because a certification for the force main length revised by the modification is coming your way as soon as
the Town Manager signs it.
The final certification should be forthcoming in the next few days. It will include deactivation of the temporary lift
station and force mains and put everything in order as it was originally designed and permitted. That will clear the way
to get a CO for the Bistro Building at the waterfront. The opening date for the facility is June 1, 2019. Please help us
meet that deadline by acting on these items in the next few days.
