Reclaimed water is generated by the Treatment Plant (Permit NC0079316). The purpose of this inspection was to ensure compliance with the subject permit. During the inspection, the cooperation of Ms. Marla Dalton, ORC, was helpful and appreciated. This compliance evaluation inspection consisted of the following: -Review of the permit; -Review of the owner/facility information; -Review of ORC logbooks, calibration documentation, Non -discharge wastewater monitoring reports (NDMR), employee education program, distribution records and; -On-site inspection of treatment and storage components The current permit was issued July 19, 2017 and expires on June 30, 2022. At the facility reclaimed water is generated and blended with potable water. Zebulon is at the end of the potable water system and this process helps maintain fresh potable water in this area of the system. The Reuse flowmeter was last verified/calibrated in April 2019. Turbidity is monitored prior to the fill station at the plant and the turbidimeter was last calibrated August 2018 and indicated 0.44 NTU at the time of inspection. The Chlorine Analyzer was also calibrated at this time. The bulk fill station located at the plant sees little use. The portable flowmeter at this location was last calibrated/verified in April 2019. A customer used the bulk fill station on May 22, 2019 but the previous use was many months prior. Despite the low usage, the system and all components appeared to be well maintained. Reclaimed water is also sent through the distribution system to multiple users in the area. These users include GlaxoSmithKline, Mudcats Stadium, US Foods, Sunrock, and Town of Zebulon. The plant also uses the reclaimed water for various needs. The elevated reclaimed water storage tank located offsite near the baseball stadium appeared to be well maintained. Access was restricted by a fence and signage was in place. NDMR reports were reviewed and indicate compliance. Effluent sampling is aligned with the facilities NPDES permit and all monitoring is conducted as required by the onsite lab and the certified lab at the Neuse River Resource Recovery Facility. Residual chlorine and fecal coliform monitoring are conducted at the WWTP Entry, Mudcats stadium, and at a location on Industrial Drive. These sampling locations can be adjusted as needed. No exceedances were noted for sampling parameters. Educational training provided for plant staff was last conducted in May 2019 and is conducted annually. No spills in the system have been recorded. The facility maintains a reclaimed water log book and a bulk reclaimed water log. Overall, the Reclaimed Water Distribution System appears to be well maintained and compliant with permit requirements.
