Please find listed below, Pangaea Development Services response to your request for additional information
on the subject. Our responses are referenced by Section number as per your letter.

This culvert installation is being proposed to provide a stream crossing to allow for access to the south-
westerly side of the property which consists is dominated by very steep slopes (many of which are > 18%).
The area to the westerly side of this crossing is ultimately planned for a future residential development with
home sites to be located on both sides of the stream. The land to the south and south-easterly of the proposed
crossing is higher in elevation and as such, poses a much greater impact to the land and as such, be
prohibitive in both cost and impact to consider as an alternative. Based upon the topography and layout of
the property, the proposed crossing presents the least possible impact to both the stream and surrounding
land and as such, all other alternative designs would be prohibitive in cost, impact and overall feasibility.
Item VI. 1. (404 Application):
This item description was in error as it only included the length of proposed culvert installation and did not
include the overall impact to the stream as required. The overall impact will be SO linear feet as outlined in
Item VL 4. and 6.

Item III. (404 Application):
Our 404 Application for this project entails the installation of 401inear feet of culvert in an unnamed
tributary. However, the land use for this project (exclusive of the 404 culvert installation application)
involves the development of the property into individual, residential home sites. As this project is still in its
infancy, the developer is still in the early stages of developing a building/home site layout. There have been
no site plans or proposed building sites completed to date. Also, as only the first ~ 75 acres of this property
has been field inspected and evaluated to date, the remaining property is not included or should it be
considered in this 404 application. The (1) unnamed tributary outlined on this 404 application originates
from an underground springhead located on the south-easterly section of this ~75 acre portion of the overall
parcel. A map delineating this (and all known) watercourse(s) on this portion of the property has been
attached with the proposed stream crossing delineated. There are no wetlands on this property.
Item XI. (404 Application):
There has been an Erosion and Sedimentation Control Plan submitted to NCDENR (for approval) for the
initial development of this ~75 acres of the parcel and outlines stormwater controls to be used during the
construction phase of this development (~ 2-3 year life). This ECP Plan outlines only temporary controls and
as such, a thorough stormwater control system is required for the planned final, completed development.
There has (to date) been no long-term stormwater controls designed or approved for this development that
we (Pangaea Development Services) are aware of.
Item XII. (404 Application):
The developer plans to utilize underground septic systems for each individual home site. The developer is in
the early stages of developing both an individual building/home site layout and the associated septic system
layouts for this phase of the project.

us if you need any additional information that may not be included herein and we will expeditiously provide
