Box 249 75 Courthouse Drive N.E., Bldg I Bolivia NC 28422 Mr. Tommy Scheetz, E.I. Norris & Tunstall Consulting Engineers, 1429 Ash -Little River Road Ash, North Carolina 28420 Re: Lennon Sand Mine #3 PID 16800115 and1680011501 Dewatering Discharge to county sewer system Dear Mr. Scheetz, BEVERLY ADAMS Engineering Administrator Brunswick County does not want to accept the proposed sand mine dewatering operations discharge into our sewer system for the following reasons: 1) Brunswick County Sewer Use Ordinance Section 2.1 — Prohibited Discharge Standards (b) Specific Prohibitions: No user shall contribute or cause to be contributed into the POTW (Publicly Owned Treatment Works) the following pollutants, substances, or wastewater: (b) (13): Storm water, surface water, ground water, artesian well water, roof runoff, subsurface drainage, swimming pool discharge, condensate, deionized water, noncontact cooling water, and unpolluted industrial wastewater, unless specifically authorized by the POTW Director 2) County 18-inch-high pressure transmission force main on Hwy 211 At this location the county does not have a sewer collection system — we have a high-pressure sewer transmission force main operating up high head and flow conditions carrying wastewater to the sewer treatment plant. The county limits connections to these transmission mains due to operational concerns and because they are not a collection system. My recommendation for this discharge is to treat it onsite as groundwater dewatering with the appropriate requirements of a NCDEQ-DEMLR Sedimentation & Erosion Control permit as it is just groundwater removed in a dewatering operation.
