Do not click links or open attachments unless you verify. Send all suspicious email as an attachment to report.spam@nc.gov All, I wanted to follow up on a phone message I left you all this morning. Yesterday (5/21/19) at approximately 2:30PM, PNG experienced a loss of HDD returns into Stream 4 (Troublesome Creek) on the Line 446 Belews Creek Pipeline Project. The stream in question is already impacted by a beaver dam that has diverted flow into a separate channel. As a result, onsite crews were able to isolate the drilling fluids into the dry channel and impounded them with coconut wattles and sand bags. See picture attached referencing HDD fluids being isolated. The onsite team tracked the stream downstream and the turbidity dissipated just past the ROW. Volume = 1,000 gallons +/- HDD Fluid = Bentonite and Water Station Number= 412+10 A 5 day follow up letter will be sent out by Friday afternoon (5/24/19), but feel free to call me with any questions or concerns. ENERGY CERTIFIED MAIL RETURN RECEIPT REQUESTED May 23, 2019 North Carolina Department of Environmental Quality Division of Energy, Mineral, and Land Resources Winston-Salem Regional Office 450 West Hanes Mill Road, Suite 300 Winston-Salem, NC 27105 Attn: Shannon Leonard Subject: Piedmont Natural Gas, LLC Project Line 446-Belews Creek Pipeline Inadvertent Release of Drilling Mud Rockingham County, NC ESC Permit-Rocki-2019-013 Dear Mr. Leonard, Duke Energy Corporation 4720 Piedmont Row Drive charlotte, NC 28210 Please accept this letter as written notification of an inadvertent release of drilling mud to waters of the US on May 21, 2019 from Horizontal Directional Drilling related to Line 446 project. The release's location was into a tributary of Troublesome Creek in Rockingham County, NC. The release, which consisted of Bentonite and Water, occurred at 2:30 pm on May 21, 2019 impacted Troublesome Creek and connecting tributary. The volume of this release to the dry creek bed was approximately 1000 gallons. Duke Energy made a verbal notification to Division of Water Resource —Winston Salem Regional Office at 10:15am on May 22, 2019. The crew stopped drilling immediately and started coordinating with Duke Energy Environmental Personnel to contain and mitigate the release. Below are specific remedial actions we have taken: • Installed sand bags and wattles to prevent further migration of Bentonite and Water. • Implemented use of a vac truck to remove accumulated material in the dry tributary. • The impacted area is currently being monitoring and plans have been put in place to reduce potential for IR once drilling resumes. Intent is to capture further surface release of drilling fluids in a closed loop system. We will continue to focus on implementing BMPs relative to horizontal directional drilling and implementation of the Inadvertent release contingency plan to reduce the potential for further adverse environmental impact. If you have any questions or wish to discuss in further detail, please contact Brad Loveland Environmental Specialist at (704) 609-5637.
