From Utilities: To relocate sewer line, we would have to abandon the manhole within the mitigation area, construct a manhole next to the drive (outside of M/A), and connect it to the manholes on either side of the abandoned one. The issues with this include: The current slope between the two manholes to remain is 0.14%. The additional length of the relocated pipe will flatten slightly to 0.13% (DWQ minimum for a 15" pipe is 0.15%) The relocated pipe will have to cross the existing stream (downstream of mitigation site) to tie into the downstream manhole, most likely via an open cut. The pipe cover will be approximately 1.3' at the stream crossing (however, that is more cover than if the pipe remained in place) Need for additional pipe (700' total) as well as new manhole and abandoning existing facilities will cost City of Kinston approximately 85k Considering these issues, we have been asked to review/justify the otherwise unnecessary (not needed for road project) relocation before moving forward. We are weighing these issues against the mitigation costs/benefits and would like to know your thoughts on the situation. The length of stream (and buffer) affected is approximately 189ft. As you have seen, the stream looks good at the tie in and will remain within the protected R/W area. We also can still re -plant the one -side of the stream that is within the R/W, just cannot make the floodplain cut. We look forward to hearing from you.
