The cooperation and assistance of Al Robertson and Ethan Oles during the inspection were greatly appreciated. Our records indicate the wastewater collection system consists of approximately 76.85 miles of gravity sewer, approximately 16.1 I miles of force main, 24 duplex pump stations, and 30 high priority sewer Iines. The subject permit is effective from November 1, 2015, until October 3I, 2023, and is subject to specific conditions and limitations. The items below show what conditions were noted during the inspection: I. Reported Sanitary Sewer Overflows. During the period May 1, 2017 through April 30, 2019, there were six SSOs from the town's collection system with a combined estimated volume of 10,750 gallons, of which 10,450 gallons reached surface water. The SSOs occurring on June 20, 2017, October 15, 2018, and March 21, 2019, resulted in this office issuing the Town Notices of Violation. No fish kills were reported because of the SSO events. , Fats, Oils and Grease Program. The Town of Hillsborough, hereinafter referred to as the Town, has developed and implements an educational fats, oils and grease program that includes a quarterly distribiaion of educational material targeted at both residential and non-residential users. Contingency Plan for Pump Failure. The Town maintains a contingency plan for pump failure at each lift station. Mr. Robertson stated the collection system operators perform routine checks on the pumps each month, maintain at least 1 spare pump for each lift station, rotate spare pumps at least once per year, and conduct an electrical test of the spare pumps to ensure pump reliability. 4. Pump Stations Inspected. The 8 duplex pump stations listed on Attachment A were inspected. The inspector's observations noted in the nett 5 items below refer to the pump stations inspected. Overall, the pump stations were well maintained. The wet wells were free of excessive debris and grease, and the inspector did not observe any signs of recent sewer overflow. 5. Pump Station Signage. Each pump station has signage clearly and conspicuously posted that identifies the pump station, provides an emergency 24-hour contact telephone number(s), and provides instructions for notification if the visual alarm illuminates and.'or the audible alarm sounds, or if an emergency is apparent. 6. Pump Station Restricted Access. The pump station sites, equipment and components were observed to have restricted access. 7. Pump Stations Automatic Polling Feature. The pump stations are equipped with a Supervisory Control and Data Acquisition (SCADA) system that allows the Town routine contact with the pump station from a central location to check the operational status of the communication system. When the high-.vater alarm was checked at the lift stations, the SCADA system functioned as required. 8. Pump Station High Water Alarms. The pump stations are equipped with audible and visual high water alarms. During the inspection, these alarms functioned properly. 9. Pump Station Inspection Program. The Town has developed and implements a weekly routine inspection of each pump station that includes the following maintenance activities: cleaning and removing debris from the pump station area and wet well; inspecting all valves; inspecting pumps and other mechanical equipment; and verifying the proper operation of the alarms, SCADA system and auxiliary equipment. 10. Designated Operators. The Town's Nvaste,.vatcr collection system is classified as a Grade III system, and the designated certified Operator in Responsible Charge (ORC) and back-up ORCs on record are Alvin S. Robertson (ORC), Joel Ray Lashley (BU) and Ethan Oles (BU). The certification status for each operator is reflected as active in the Division's data system. 11. Cleaning Sewer Lines. The Town has developed and implements a program for cleaning the sewer lines. As required by Section I1.8 of the subject permit, at least 10% of the wastewater collection system should be cleaned each year. Preventative cleaning is not required for sewer lines less than five years old, unless an inspection reveals the need for cleaning. Mr. Robertson provided documentation during the inspection showing 10.2 miles of sewer line were cleaned during calendar year 2018. 12. Spill Response Action Plan. The Town has developed and maintains a Spill Response Action flan that includes 24-hour contact numbers, response time, equipment list and 2 Town of Hillsborough, WQCS00077 May 15, 2019 spare parts inventory, access to cleaning equipment, access to construction crews, sources of emergency funds, site sanitation and cleanup materials, and post-SSO assessment. Mr. Robertson stated that an electronic copy of the Plan is accessible to all collection system operators even while in the field, through use of tablet computers. I3. SSO Records. The Town has maintained adequate records pertaining to SSOs and sewer complaints for the three-year period ending April 30, 2019. The last reportable SSO occurred on March 2I, 2019. The total volume of this event was reported as 6,900 gaIIons, all of which reached surface waters. 14. Comprehensive Sewer Map. The Town maintains an up-to-date comprehensive map (electronic and paper -based) of its sewer collection system. Between the electronic and paper versions, the map includes pipe size, pipe material, pipe location, floe- direction, approximate pipe age, number of active service taps, and each pump station identification, location and capacity. 15. Inspection of High Priority Lines. As required by Section VA of the subject permit, an inspection of all high priority sewer lines shall be performed at least once every six - months. The on -site representatives indicated the collection system operators check the high priority lines after every major rain event or at least every 6 months. During the subject Compliance Evaluation Inspection, the 13 high priority lines listed on Attachment A were inspected. All lines inspected were made of ductile iron pipe, appeared free of evidence of leakage and of visible damage. The rights -of -way at the high priority lines behind 606 and 608 Red Fox Trail need to be cleared of the small trees and woody vegetation that are encroaching the aerial lines (see photos in Attachment B). Section II.7 of the subject permit requires the pennittee to properly maintain rights -of -way and/or easements "to allow accessibility to the wastewater collection system." Please take the necessary actions to ensure the areas around the high priority lines are accessible.
