No: N/A Funding: ® State ❑ Federal Federal Permit Required? ® Yes ❑ No Permit Type: NWP 3 / NWP 14 tbd Project Description: A proposal to replace Bridge No. 0029 on NC 9 over Little White Oak Creek has been forwarded for archaeological review. This bridge replacement project in Polk County has a study area centered on the existing bridge with an APE that is approximately 1680 feet in length with a width of about 100 feet. This is a state funded project, however, federal permits from the USACE are anticipated, therefore, Section 106 of the National Historic Preservation Act applies. The existing roadway will receive new pavement overlay from each end approaching the bridge, which will be about six feet wider than the current structure. Limited new ROW is proposed near the bridge for fill and should berm gutters. There is no change in alignment. An offsite detour is available at 6 miles in length. For purposes of this review, the study area described above is the Area of Potential Effects (APE) for this undertaking. f.Yi1►I i►� /\:i•LIJ�1[�lij IY �i1:7\ 11: *11/1i11Z4.y:I 9►TAMIT/ Brief description of review activities, results of review, and conclusions: This is a state -funded project with federal permitting; Section 106 G.S. applies regarding archaeological resources. A visit was arranged to the Office of State Archaeology to review archaeological site location maps and to reference site and report files as needed. One archaeological survey overlapped the APE for the Little White Oak Stream Restoration Project (HPO-OSA Bibliography # 5859 - Pietak, Lyn Marie 2006), running perpendicular to NC 9 along the stream to either side. The restoration resulted in a reconfiguraton of the stream and buffers, very visible in aerial photography, altering soils at those locations. It should be noted that no sites were found within the APE during the pedestrian and subsurface methodologies used during that survey. The survey resulted in one documented archaeological site / isolated find noted nearby, 31P155 (a single rhyolite thinning flake), about 2300 ft west of the bridge, outside of the APE. Cemeteries were not noted nearby on USGS maps and orthophotos. The majority of the APE has already been graded and disturbed during the construction and maintenance of the existing roadway. Review of soils types at the bridge location illustrates the expected eroded soils at either end of the project (Hiwassee clay cloam Hw132 and Skyuka clay loam SkB2) and the occasionally flooded Riverview loam (RvA) close to the bridge. There are no properties determined eligible for or listed on the National Register of Historic Places within or nearby the project APE. The majority of the APE has already been graded and disturbed during the construction and maintenance of the existing roadway. "No ARCHAEOLOGYSURVEYREQUIRED " form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of 3 Project Tracking No.: 15-04-0005 Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: As an improvement to an existing facility, the majority of the APE has already been modified during road construction using heavy equipment. There are no known archaeological site or other resources identified as listed in or eligible for the National Register of Historic Places resources. While the APE extends outside of the current maintained ROW and road disturbances, the overall scale of expansion is limited. A previous archaeological survey along Little White Oak Creek stream for a 2006 restoration project that overlaps the current APE (Pietak 2006) did not identify any archaeological sites near the bridge. No further archaeological work is recommended as this project is currently presented. Should the design call for a major relocation of the bridge or require an onsite detour that falls outside of the current Area of Potential Effects, further investigation may be required.
