You rent out both homes, so you were not there at the time. Mr. Boone was then able to contact you by phone at a later date to discuss the two properties and their wastewater disposal systems. You informed Mr. Boone that both septic tanks are pumped every three to five years. You also told him that you add chlorine tablets to both chlorinators as required. However, you were unsure if you were using the correct type of chlorine. Also, Mr. Boone recently inspected the home at 5062 McGee Rd, which neighbors your 5058 property and is owned by James Donald Watson. Mr. Watson informed Mr. Boone during that inspection that the effluent pipes for all three properties (5062, 5058, and 5054) are all piped together to discharge into the creek from a single pipe. As such, it is impossible to collect a representative sample as required by the permit. Attached you will find several important, helpful documents, including an inspection report that details Mr. Boone's 3/28/2019 visit. The NCG550000 General Wastewater Permit and technical bulletin detail your responsibilities as homeowner/permittee. There is also information regarding the type of chlorine you should use and where you can purchase it. If you have any questions regarding any of the documentation, please contact us. Please be aware that pursuant to NCGS 143-215.6A, Enforcement Procedures, Civil Penalties, failure to comply with this permit/Certificate of Coverage and NCGS 143-215.1 subjects you to civil penalties (fines) of up to $25,000 per day, per violation. Properties are covered by certificates of coverage (COC) NCG550174 and NCG550175, respectively. Both COCs are up-to-date on the annual permit fee. Mr. Joyce rents out both of his homes. He was not there at the time of Mr. Boone's visit on 3/28/2019 but Mr. Boone was able to contact him by phone at a- later date. Mr. Joyce informed Mr. Boone at that time that he has the septic tanks at both homes pumped at least every five years and that he adds chlorine to both chlorinators as required. However, he could not tell Mr. Boone when the last time the tanks were pumped and whether he is using the correct type of chlorine tablets. Mr. Boone is sending documentation along with this letter that covers all those areas including Mr. Joyce's responsibilities, the correct chlorine, and a list of NC certified labs. Mr. Boone also inspected the wastewater system at the property that neighbors 5058 McGee road to the north, which is 5062 McGee Rd. 5062 is owned by Mr. James Donald Watson. During Mr. Watson's inspection, he informed Mr. Boone that the effluent pipes from all three homes are piped together underground to discharge into the receiving stream through a single pipe. As such, a representative sample for the annual monitoring required by the permit cannot be collected.
