REGAN Secretary LINDA CULPEPPER Director Mr. Allen Campbell Special Facilities Program Manager Virginia Department of Transportation 1401 East Broad Street Richmond, VA 23219 NORTH CAROLINA Environmental Quality April 22, 2019 SUBJECT: Compliance Evaluation Inspection VA DOT 1-77 Rest Area WWTP NPDES Permit No. NCO039420 Surry County Dear Mr. Campbell: On April 9, 2019, Gary Hudson of this office met with Chris Marion, ORC, to perform a Compliance Evaluation Inspection on the VADOT 1-77 Rest Area wastewater treatment system. This type of inspection consists of two basic parts: an in -office file review and an on -site inspection of the treatment facility. The attached EPA inspection form notes the eight (8) areas that were evaluated for this inspection. The findings and observations are outlined below: I. Permit The facility appeared to be as described in the permit. The current permit has expired. An application for renewal has been submitted. II. Self -Monitoring Program A review of the monthly self -monitoring reports (DMR's) for the period January 2018 through December 2018 showed that the facility was in complete compliance with all final NPDES effluent limits for the period. III. Flow Measurement The permit requires continuous flow recording. Flow is measured by a Siemens Millitronics OCM III meter. This meter was calibrated last by Delta Environmental on 3-14-19. IV. Sludge Handling and Disposal Solids are removed as necessary by a licensed VA hauler for disposal in the nearest POTW. -- - 15 1H D_E North Carolina Department of Environmental Quality 1 Division of Water Resources Winston-Salem Regional Office 1 450 Hanes Mill Road. The plant appears to be well maintained and operated. VI. Facility Site Review The 0.020 MGD facility consists of the following: bar screen and comminutor, aerated equalization basin, sodium hydroxide feed for pH adjustment, flow splitter box, three aeration basins, three secondary clarifiers, three sludge holding basins, and a new LIV disinfection system. VII. Records/Reports A daily visitation log is kept on site and was available for inspection. The records were thorough and complete. Vill. Effluent/Receiving Waters The system discharges into Naked Run, Class "WS-IV" trout waters. The effluent was clear on the date of the inspection. We feel that Mr. Marion is doing an excellentjob in operating and maintaining this treatment facility.
