Subject: 401 Certification Compliance
Culvert Replacement, W. Rocky River Rd.
DWQ #: 09-0457

On August 4, 2009, this office conducted a 401 Certification compliance inspection at the subject site to
determine if the project was constructed as submitted to the Division of Water Quality (DWQ). Based on our
inspection, the construction appeared to be, in general, compliant. However there was concern with the rip rap
velocity dissipater that was in place at the downstream end of the culvert. The stream currently flowed
"through" the rip rap, instead of over the rip rap, thus the migration of aquatic biota is inhibited. It was
mentioned that it is expected that over time the stream substrate will fill the voids of the rip rap returning the
flow pattern to a more natural state.
A follow up inspection shall be conducted at a later date to determine if the above infill occurs. At that
time it will be decided if any modifications are required.
