Stimmel Stimmel Associates, PA Landscape Architecture Civil Engineering Land Planning August 17th, 2009 Sue Homewood North Carolina Division of Water Quality Winston-Salem Regional Office 585 Waughtown St. Winston-Salem, NC 27103 Re: Davie Kidney Center Stream Impact Minimization Dear Ms. Homewood, The purpose of this letter is to address the issue of avoidance and minimization of stream impacts for Davie Kidney Center on Interstate drive. Two main issues affect the stream impact with the development of this project, grade of the site and the sanitary sewer service line. The grade from Interstate Dr. to the back of the site has a general slope upward from the road. Elevations along the frontage of Interstate Drive range from 794+/- MSL on the Southwest side to 799+/- MSL Northeast side. The back of the site has an elevation of 818+/- MSL. A finished floor has to be established on a level pad which will cause cut in the back of the site and fill in the front of the site due to this slope. The stream occurs near the front of the site where the fill will have to occur for access to the site. The stream currently crosses Interstate drive via culvert near the southern property corner of the site where the 794 MSL elevation occurs. As part of the initial submittal sent to you, several site plans and stream crossings were explored and we feel that the current site plan provided a good balance between site conditions and stream crossing. The placement of the access driveway on the lower end of the frontage near the culvert will minimize the elevation of the fill necessary to reach the elevation of the designed driveway. The second issue is the sewer service line. The only connection to the sanitary sewer provided for the site is by way of the existing sanitary sewer manhole located on the Northeast side of the road frontage. A sanitary sewer service line will run over the existing location of the creek in order to access the manhole. This sewer service line must be covered with soil by a depth of at least three feet to ensure the longevity of the pipe. The placement of the 48" RCP stream pipe is in a location that will provide the fill needed to cover the sewer service line as necessary to meet these requirements.
