Project Description: Intersection improvements at NC 581 and SR 1324 (Nor -Am Road)
and SR 1317 (Buck Swamp Road) (no off -site detour specified in review request).

Descr�ption of review activities results and conclusions: HPOWeb reviewed on 19 July 2018
and yielded two SS and no NR, SL, DE, or LD properties in the Area of Potential Effects (APE).
Wayne County current GIS mapping, aerial photography, and tax information revealed an APE
of cultivated fields, some woodland and several residential resources dating from the early
1900s to the 2000s, mostly between the 1970s and 2000s (viewed 19 July 2018). The original
APE extended 200 feet to either side of all centerlines and from all project ends. Additional
design information indicates that the northern end of the Nor -Am Road Y-line and the southern
end of the NC 581 L-line should conform more closely to the project termini as no construction
is anticipated beyond those points. Most of the pre-1970 resources in the APE are
unexceptional, often altered, examples of their types. The previously recorded Lancaster House
(WY0115) is located just north of the project area, outside the APE, and is beyond likely project
impact. The second recorded property, the Deans House (WY0590) located northeast of the NC
581/Nor-Am Road/Buck Swamp Road intersection, requires additional investigation and
evaluation for National Register eligibility to establish Section 106 compliance. Comprehensive
architectural surveys of Wayne County (1995-7), as well as later investigations recorded the
above noted resources in the APE. County GIS/tax materials and other visuals illustrate the
location and placement of the resources in relation to the proposed construction (viewed 19
July 2018). The project will be reviewed for compliance with both GS 121-12(a) and Section
106.
NCDOT engaged Dovetail Cultural Resources Group to prepare an eligibility evaluation for the
Deans House, presented in a February 2019 report on file at NCDOT-Historic Architecture and
NCHPO. The study establishes that the resource meets NR eligibility requirements. NCHPO
agreed with the findings in April 2019 (see attached memo). An effects consultation with HPO
and FHWA is required under Section 106 to determine how the proposed project may or may
not affect the NR-listed resource; the consultation is scheduled for 7 May 2019.

Explanation of Effects Determination: Proposed work does not impact any contributing
elements and is largely located away from the property boundaries along Buck Swamp
and Nor -Am Roads. All access points to property will be preserved and improved. No
vegetation removal.
List of Environmental Commitments: None.
FHWA Intends to use the State Historic Preservation Office's concurrence as a basis for a "de
minimis" finding for the following properties, pursuant to Section 4(D: Deans House
